Abstract

Jakarta is a metropolitan city that has dense activity as the center of the national economy. The movement of commuters combined with the high use of private transportation makes Jakarta a city that experiences traffic jams and pollution. The development of transit-based public transportation is being encouraged to reduce traffic jams and vehicle pollution due to the use of private vehicles. One of the transit points is in the Blok M area. This research is to analyze the TOD principle at the CSW Transit Stop which is included in the Blok M area which is designated as a transitoriented area or Transit Oriented Development (TOD). The method used to analyze TOD principles is the TOD 3.0 ITDP 2017 standard. Meanwhile, to measure the level of satisfaction of transit stop users, the Customer Statification Index or CSI method is used. The data collection method is by conducting field surveys and collecting data through government websites. The CSI calculation data is taken by distributing questionnaires. From the research results, the 500 meter radius from the CSW center point is 39 points. The minimum to get a bronze rank from ITDP is a score in the range of 56-70 points. So the CSW transit stop has not yet received a bronze rating based on the 2017 ITDP standards. The user satisfaction obtained and calculated using CSI obtained a satisfaction value of 65.597%. This figure is in the range 0.51-0.65 which is categorized as quite satisfactory. This means that the public is quite satisfied with the performance of CSW which carries the TOD concept. The highest gap value was obtained from the problem of public transport choices at the research location with a gap value of 0.14. Meanwhile, the lowest gap is in the problem of residential density with a gap value of -2.5 because the community is not satisfied with the existing residential density in the TOD CSW area, where their expectation is that the TOD CSW area has a high residential density in the form of vertical housing in the area. Keywords: Transit Oriented Area, TOD CSW, CSW User Satisfaction, Principles of Transit Oriented Development Jakarta merupakan kota metropolitan yang memiliki aktivitas yang padat sebagai pusat perekonomian nasional. Pergerakan komuter ditambah tingginya penggunaan angkutan pribadi menjadikan Jakarta kota yang mengalami kemacetan dan berpolusi. Pengembangan angkutan umum berbasis transit tengah digalakkan untuk mengurangi kemacetan dan polusi kendaraan akibat penggunaan kendaraan pribadi. Salah satu titik transit tersebut berada di kawasan Blok M Penelitian ini untuk menganalisis prinsip TOD pada Halte Transit CSW yang masuk ke dalam kawasan Blok M yang ditetapkan sebagai kawasan berorientasi transit atau Transit Oriented Development (TOD). Metode yang digunakan dalam menganalisis prinsip TOD adalah standar TOD 3.0 ITDP 2017. Sementara untuk mengukur tingkat kepuasan pengguna halte transit menggunakan metode Costumer Statification Index atau CSI. Metode pengumpulan data dengan cara melakukan survey lapangan dan mengambil data melalui situs milik pemerintah. Adapun data perhitungan CSI di ambil dengan cara menyebarkan kuisioner. Dari hasil penelitian pada radius 500 meter dari titik pusat CSW adalah 39 poin. Minimum untuk mendapatkan peringkat bronze dari ITDP adalah nilai dengan range 56-70 poin. Sehingga halte transit CSW belum mendapatkan peringkat bronze berdasarkan standar ITDP 2017. Kepuasan pengguna yang di dapat dan perhitungan dengan CSI di dapat nilai kepuasan sebesar 65,597 %. Angka tersebut berada di rentang 0,51-0,65 di mana di kategorikan cukup puas. Berarti masyarakat cukup puas atas kinerja CSW yang mengusung konsep TOD. Nilai gap tertinggi di dapat pada masalah pilihan angkutan umum yang ada di lokasi penelitian dengan nilai gap 0,14. Sementara gap terendah terdapat pada masalah kepadatan pemukiman dengan nilai gap -2,5 karena masyarakat tidak puas dengan kepadatan pemukiman eksisting di kawasan TOD CSW, dimana ekspetasi mereka kawasan TOD CSW memiliki kepadatan pemukiman yang tinggi berupa hunian vertikal dikawasan tersebut.
