Abstract

The availability of adequate tol road infrastructure is an absolute requirement for the development of a region and economic growth. Construction implementation is still delaying implementation times and increasing project costs. So there needs to be research into what factors influence the performance of infrastructure projects. Based on the above background, the research is entitled Analysis of Risk Factors in Toll Road Construction Projects using the Project Management Body of Knowledge Approach Risk control can be carried out by implementing the Project Management Body of Knowledge (PMBoK) in construction projects which reviews project management standards and guidelines by the Project Management Institute (PMI). The object of this research is the Jakarta Cikampek II South Toll Road project with research methods based on Scopus and international journal literature as references, expert opinions and interviews, surveys and questionnaires on the Japek II South Package III Toll Road project as well as respondents with similar project approaches. Then data analysis was carried out using the Structural Equation Modeling (SEM Smart PLS) program through outer model testing, convergent reliability testing, inner model testing and Inner Model Test / Hypothesis testing. The research results show that the risk factor that influences implementation time performance is the Planning and Implementation variable on the project land readiness indicator, while the K3 Implementation risk factor has a less significant influence. Data on the South Japek II Toll Road project shows that project delays from the initial contract which ended in December 2020 occurred until September 2023. Meanwhile, the risk factors that influence cost performance are the risk of land readiness, price changes (changes in material prices, work methods and labor). work) with project data there is an increase in costs of up to 2%, while the implementation of K3 is influenced by work accidents which cause compensation costs, temporary project termination and costs for increasing K3 equipment. The implementation of Risk Management in accordance with the Project Management Body of Knowledge (PMBOK) guidelines has been carried out by identifying risks, mitigating risks and evaluating and monitoring risks to make it easier to control risks that affect performance, both time and project costs. According to the SEM PLS analysis, there is a conclusion that there is an influence on time performance on cost performance in the planning and implementation process, K3 implementation and PMBOK implementation. Ketersediaan infrastruktur jalan tol yang memadai adalah syarat mutlak bagi pengembangan suatu wilayah dan pertumbuhan ekonomi. Pelaksanaan konstruksi masih terjadi mundur waktu pelaksanan dan peningkatan biaya proyek Sehingga perlu ada penelitian faktor apa saja yang mempengaruhi kinjer pada proyek infrastuktur. Berdasarkan latar belakang di atas penelitian berjudul Analisis Faktor Risiko pada Proyek Konstruksi Jalan Tol dengan Pendekatan Project Management Body of Knowledge Pengendalian risiko dapat dilakukan dengan penerapan Project Management Body of Knowledge (PMBoK) di proyek kontruksi yang mengulas standar serta pedoman manajemen proyek oleh Project Management Institute (PMI). Obyek penelitian ini adalah i proyek Jalan Tol Jakarta Cikampek II Selatan dengan metode penelitian berdasarkan literatur jurnal scopus dan internasional sebagai referensi, pendapat pakar dan wawancara, survey serta kuesioner di proyek Jalan Tol Japek II Selatan Paket III serta responden dengan pendekatan proyek sejenis. Kemudian dilakukan analisis data menggunakan program Structural Equation Modeling (SEM Smart PLS) melalui uji outer model, uji realibilitas convergen, uji inner model dan Inner Model Test / Pengujian hipotesis. Hasil penelitian menunjukkan faktor risiko yang mempengaruhi kinerja waktu pelaksanaan adalah variabel Perencanaan dan Pelaksanaan pada indikator kesiapan lahan proyek sedangkan faktor risiko Penerapan K3 mempunyai pengaruh yang kurang signifikan. Data proyek Jalan Tol Japek II Selatan menunjukkan keterlambatan proyek dari kontrak awal yang berakhir pada bulan Desember 2020 terjadi keterlambahan sampai dengan bulan September 2023 Sedangkan faktor risiko yang mempengaruji kinerja biaya adalah risiko kesiapan lahan, perubahan harga (faktor perubahan harga material, metode kerja dan tenaga kerja) dengan data proyek terjadi peningkatan biaya hingga 2%, sedangkan Pelaksanan K3 pada pengaruh kecelakaaan kerja yang menyebabkan timbulnya biaya santunan, penghentian proyek sementara dan biaya peningkatan perlengkapan K3. Penerapan Manajemen Risiko sesuai pedoman Project Management Body of Knowledge (PMBOK) telah dilakukan dengan adanya identifikasi risiko, mitigasi risiko dan evaluasi serta pemantauan risiko dapat mempermudah pengendalian risiko yang mempengaruhi kinerja baik waktu maupun biaya proyek. Sesuai analisis SEM PLS terdapat kesimpulan adanya pengaruh pada kinerja waktu pada kinerja biaya pada proses perencanaan dan pelaksanaan, penerapan K3 dan Penerapan PMBOK.
