Abstract

All human being are entitled to get the opportunity in enjoying the provision of public facilities. The existence of public facilities is not only has enjoyed by the normal society, but also for those disabilities with the same rights. Currently, many cities in Indonesia have built some public facilities such as mall or shopping center. Difabel is any person with a physical and/or mental disorder that may interfere or the obstacle and restriction for him to do properly. People with disabilities need a very easy accessibility to move and smooth circulation in their activities, the availability of physical accessibility is regulated in Ministry of Public Works Regulation No.30/PRT/M/2006 about Technical Guidance of Facilities and Accessibility on Buildings and Environment. Q-BIG BSD is a shopping center opened in late 2016 and has attracted many visitors, such as students, college students, employees, societies, as well as tourist from domestic and abroad. It is possible that people with disabilities are visitors who come to Q-BIG BSD. Currently, does Q-BIG BSD provide the appropriate accessibility for disabled person that according in Ministry of Public Works Regulation No.30/PRT/M/2006? Applied research method through qualitative descriptive approach, it is to analyze the data by using technical measurements of the variables that have been determined with reference to the Technical Requirements and Accessibility (Ministry of Public Works Regulation No.30/PRT/M/2006) with the data were encountered in Q-BIG BSD. Based on the research result that has been done with the assessment indicator that is equal to 83.1% medium of accessibility for difabel in Q-BIG BSD. So, it can be concluded that the medium of accessibility for difabel in Q-BIG BSD has suitable and fulfilled to the Regulation of Minister of Public Works Decree No 30 / PRT / M / 2006. Semua manusia berhak mendapatkan kesempatan dalam menikmati penyediaan fasilitas publik. Keberadaan fasilitas publik juga bukan semata-mata hanya untuk dinikmati oleh masyarakat normal saja, tetapi bagi mereka kaum penyandang disabilitas juga memiliki hak yang sama. Banyak kota di indonesia yang pada saat ini telah membangun fasilitas-fasilitas publik yang diantaranya pembangunan Mall atau Pusat Perbelanjaan. Difabel adalah setiap orang yang mempunyai kelainan fisik dan/atau mental yang dapat mengganggu atau merupakan rintangan dan hambatan baginya untuk melakukan secara selayaknya. Masyarakat difabel membutuhkan aksesibilitas yang sangat mudah untuk bergerak dan kelancaran sirkluasi dalam aktivitasnya, ketersediaan aksesibilitas fisik ini diatur dalam Peraturan Menteri PU No.30/PRT/M/2006 tentang Pedoman Teknis Fasilitas dan Aksesibilitas pada Bangunan dan Lingkungan. Q-BIG BSD merupakan pusat perbelanjaan yang dibuka pada akhir tahun 2016 dan telah menarik banyak pengunjung, baik pelajar, mahasiswa, karyawan, masyarakat, serta para wisatawan dalam negeri maupun luar negeri. Tidak menutup kemungkinan bahwa masyarakat kaum difabel merupakan pengunjung yang berdatangan ke Q-BIG BSD. Apakah Q-BIG BSD saat ini telah memberikan sarana aksesibilitas yang layak bagi para kaum difabel sesuai Peraturan Menteri PU No.30/PRT/M/2006? Metode penelitian terapan (applied research) melalui pendekatan deskriptif kualitatif, untuk menganalisa data dengan menggunakan pengukuran-pengukuran secara teknis terhadap variabel-variabel yang telah ditentukan dengan mengacu kepada Persyaratan Teknis dan Aksesibilitas (Peraturan Menteri Pekerjaan Umum No.30/PRT/M/2006) dengan data yang ditemui di Q-BIG BSD. Berdasarkan hasil dari penelitian yang telah dilakukan berdasarkan indikator penilaian yaitu sebesar 83,1% sarana aksesibilitas difabel tunadaksa di Q-BIG BSD. Sehingga dapat dikatakan sarana aksesibilitas difabel tunadaksa di Q-BIG BSD sudah layak dan memenuhi Standar Peraturan Menteri Pekerjaan Umum No 30/PRT/M/2006.
