Abstract

One of the main corridors of the Trans-Sumatra Toll Road is the Kayu AgungPalembang-Betung Toll Road section, which stands on swamp land for approximately 52 km with soft soil types that are quite detrimental to construction because they have low soil bearing capacity, high water content, and are difficult to drain. So it is necessary to improve the soil with a consolidation method that combines preloading, vertical drainage, and vacuum to shorten the compression time. So as to assist planners in making more accurate and effective decisions related to risk reduction and structural failure, the pairwise comparisons method is used with the help of the expert choice application. And using the value engineering method to find alternatives that aim to produce the best cost from the planned price without reducing the function and quality of work. From the calculation of pairwise comparisons, the criteria that can affect the selection of the largest clay repair method is the safety factor with a weight of 0.326 and a CR of 4%, while the selected alternative is the vacuum method with a weight of 0.566 and a CR of 4%. And from the results of the value engineering calculation, the selected item is the preloading method without vertical drainage (alternative 1) with a savings difference of Rp. 38,302,040,988.64, - or equivalent to 17.8% of the cost of the plan item. Salah satu koridor utama Jalan Tol Trans-Sumatera adalah ruas Jalan Tol Kayu AgungPalembang-Betung, berdiri diatas lahan rawa kurang lebih sepanjang 52 km dengan jenis tanah lunak (soft soil) yang cukup merugikan konstruksi karena memiliki daya dukung tanah rendah, kadar air tinggi, dan sulit terdrainasi. Maka perlu dilakukan perbaikan tanah dengan metode konsolidasi yang mengkombinasikan preloading, drainase vertical, dan vacuum guna mempersingkat waktu pemampatan. Sehingga untuk membantu perencana dalam membuat keputusan yang lebih akurat dan efektif terkait pengurangan risiko dan kegagalan struktur digunakan metode pairwise comparions dengan bantuan aplikasi expert choice. Dan menggunakan metode value engineering untuk mencari alternatif yang bertujuan untuk menghasilkan biaya paling baik dari harga yang telah direncanakan tanpa mengurangi fungsi dan kualitas pekerjaan. Dari hasil perhitungan pairwise comparisons kriteria yang dapat mempengaruhi pemilihan metode perbaikan tanah lempung terbesar adalah faktor keamanan dengan bobot 0,326 dan CR sebesar 4%, sedang alternatif yang terpilih adalah metode vakum dengan bobot 0,566 dan CR sebesar 4%. Dan dari hasil perhitungan value engineering didapat item terpilih yaitu metode preloading tanpa drainase vertical (alternatif 1) dengan selisih penghematan sebesar Rp. 38.302.040.988,64,- atau setara 17,8% terhadap biaya item rencana.
