Abstract

Road facilities are part of the national transportation system according to Article 25 in Law of the Republic of Indonesia Number 22 of 2009 concerning Road Traffic and Transportation. Road facilities in the form of sidewalks and crossings are crossings for pedestrians. The arrangement of sidewalks by the DKI Jakarta Provincial Government is to improve urban infrastructure, where the percentage of sidewalk arrangements by 2022 will reach 5.58% of the length of roads in Jakarta. This research aims to determine the influence of factorsContract Change Order (CCO) on cost performance and implementation time for sidewalk arrangement activities, using structural equation modeling techniques-partial least squares (SEM-PLS). This research focuses on identifying the main CCO factors that directly influence cost performance, and indirectly influence implementation time performance through cost performance on road facility projects. There are 3 (three) types of research variables used; The independent variables consist of scope of work, planning, policy changes, specification changes, and coordination of related parties, the dependent variable is time performance and the intervening variable is cost performance as a mediating variable of the influence of the CCO factor on time performance.The results showed, coordination of related parties is the dominant variable that affects the existence of a Contract Change Order (CCO) on sidewalk work as part of road facilities. Coordination of related parties has a direct significant effect on cost performance by 59% and coordination of related parties has a significant indirect effect on time performance through cost performance as a mediating variable of. Fasilitas Jalan merupakan bagian dari system transportasi nasional menurut Pasal 25 dalam Undang-Undang Republik Indonesia Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan, Fasilitas jalan berupa trotoar dan tempat penyebrangan merupakan perlintasan bagi pejalan kaki. Penataan trotoar oleh Pemerintah Provinsi DKI Jakarta guna meningkatkan infrastruktur perkotaan, dimana persentase penataan trotoar sampai dengan tahun 2022 mencapai 5,58 % dari panjang jalan di Jakarta. Penelitian ini bertujuan untuk mengetahui pengaruh faktor Contract Change Order (CCO) terhadap kinerja biaya dan waktu pelaksanaan pada kegiatan penataan trotoar, dengan menggunakan teknik Structural Equation Modeling-Partial Least Squares (SEM-PLS). Penelitian ini fokus pada identifikasi faktor-faktor utama CCO yang mempengaruhi langsung kinerja biaya, dan pengaruh tidak langsung kinerja waktu pelaksanaan melalui kinerja biaya pada proyek fasilitas jalan. Variabel penelitian yang digunakan ada 3 (tiga) jenis; Variabel bebas terdiri dari Ruang lingkup pekerjaan, Perencanaan, Perubahan kebijakan, perubahan spesifikasi, dan koordinasi pihak terkait, variabel tidak bebas yaitu kinerja waktu dan variabel intervening yaitu kinerja biaya sebagai variabel mediasi dari pengaruh faktor CCO terhadap kinerja waktu. Menurut hasil penelitian, koordinasi pihak terkait adalah variable dominan yang mempengaruhi adanya Contract Change Order (CCO) pada pekerjaan Trotoar sebagai bagian dari fasilitas jalan. Koordinasi Pihak terkaIt berpengaruh langsung signifikan pada kinerja biaya sebesar 59% dan koordinasi pihak terkait berpengaruh tidak langsung signifikan pada kinerja waktu melalui kinerja biaya sebagai variable mediasi sebesar 37,7 %.
