Abstract
SCADA is really needed, especially in its function to speed up network maneuvers during disturbances which will reduce the length of outages due to disturbances which means it can reduce unsold kWh. SCADA performance in the field of operational facilities is calculated based on the availability of SCADA devices installed on remote stations based on time. However, the unavailability of SCADA or OOS (Out Of Service) facilities caused by RTU (Remote Terminal Unit) software errors or hangs often occurs, of course this can disrupt the reliability of the SCADA system. As a result of not monitoring the load, Circuit Breaker status and even remote control failure in the field, the disturbance maneuver must be carried out manually and in this case it will increase the SAIDI and ENS values. In this research, researchers want to assemble a device that is connected to the main substation SCADA system called Auto Recovery RTU Down Patrol Main Substation (ARDOGIP). ARDOGIP is a system that functions to recover or restart existing Remote Terminal Unit devices that are down or OOS (Out Of Service) automatically without ordering the substation operator. This ARDOGIP system uses a circuit that is connected to the existing Remote Terminal Unit which is then executed using Logic Command Sequences on the Master Station or Server side. ARDOGIP can be operated automatically using Logic Command Sequences Master Station or manually remotely by Dispatcher. ARDOGIP has low costs and is easy to apply so that it can support distribution system operations in carrying out network maneuvers which can increase the efficiency and effectiveness of existing SCADA systems and also lower the SAIDI and ENS values when disturbances occur. With ARDOGIP, PLN officers no longer need to visit the location of the Remote Terminal Unit device to restart it manually. Apart from that, the implementation of ARDOGIP will be very helpful in achieving the UP2D Key Performance Indicator because the OOS (Out Of Service) duration will not exceed 14 minutes, which means the value of SCADA facility availability is maintained at 99% every day and will also support the Breakthrough Customer Focused program, namely improving PLN's image in society. Implementation of this innovation will increase the reliability of the SCADA system with equipment that is low cost but has a high impact in the operation of electric power distribution with a SCADA system. SCADA sangatlah dibutuhkan terutama dalam fungsinya untuk mempercepat manuver jaringan saat gangguan yang akan mengurangi lama padam akibat gangguan yang berarti dapat mengurangi kWh tak terjual. Kinerja SCADA pada bidang fasilitas operasi dihitung berdasarkan ketersediaan atau availability perangkat SCADA yang terpasang pada remote station berdasarkan waktu. Namun tidak tersedianya fasilitas SCADA atau OOS (Out Of Service) yang disebabkan oleh software RTU (Remote Terminal Unit) yang error atau hang kerap terjadi, tentu saja hal ini dapat mengganggu kehandalan sistem SCADA. Akibat tidak terpantaunya beban, status Circuit Breaker bahkan kegagalan remote control dilapangan, sehingga manuver gangguan yang dilakukan pun harus secara manual dan dalam hal ini akan meningkatkan nilai SAIDI dan ENS. Pada penelitian ini, peneliti ingin merakitan sebuah perangkat yang terhubung dengan sistem SCADA Gardu Induk yang dinamakan Auto Recovery RTU Down Gardu Induk Patroli (ARDOGIP). ARDOGIP adalah sebuah sistem yang berfungsi untuk melakukan recovery atau merestart perangkat Remote Terminal Unit eksisting yang mengalami down atau OOS (Out Of Service) secara otomatis tanpa memerintahkan operator gardu induk. Sistem ARDOGIP ini menggunakan sebuah rangkaian yang terhubung dengan Remote Terminal Unit eksisting yang kemudian dijalankan menggunakan Logic Command Sequences pada sisi Master Station atau Server. ARDOGIP dapat dioperasikan secara otomatis dengan menggunakan Logic Command Sequences Master Station maupun secara manual remote by Dispatcher. ARDOGIP memiliki cost rendah serta mudah dalam pengaplikasiannya sehingga dapat menunjang operasi sistem distribusi dalam pelaksanaan manuver jaringan yang dimana dapat meningkatkan efisiensi dan efektifitas sistem SCADA yang sudah ada serta nilai SAIDI dan ENS saat terjadi gangguan juga menjadi rendah. Dengan adanya ARDOGIP, petugas PLN tidak perlu lagi mendatangi lokasi perangkat Remote Terminal Unit untuk melakukan restart secara manual. Selain itu Implementasi ARDOGIP akan sangat membantu dalam mencapai Key Performance Indicator UP2D karena durasi OOS (Out Of Service) tidak akan melebihi waktu 14 menit yang dimana berarti nilai ketersediaan fasilitas SCADA terjaga pada angka 99% setiap harinya dan juga akan menunjang program Breakthrough Customer Focused yaitu peningkatkan citra PLN dimasyarakat. Implementasi inovasi ini akan meningkatkan kehandalan sistem SCADA dengan peralatan yang low cost namun memiliki high impact dalam pengoperasian distribusi tenaga listrik dengan sistem SCADA.
