Abstract
A strategy in a business, business, or an institution is needed to achieve goals or objectives, both short-term and long-term goals. While the strategy in terms of research focuses on changing human behavior on a larger scale through the transfer of new ideas, because in this study it is very clear that the problems faced are the lack of women's access to government protection, discrimination against women, lack of health status. and women's nutrition and the finding of violence against women, therefore the authors seek solutions to solve the existing problems against women in eastern Indonesia with assistance from the BaKTI Foundation through the Mampu Program. The theory used in this strategy belongs to Middleton in Cangara (2013: 61) that the communication strategy is the best combination of all communication elements ranging from communicators, messages, channels (media), recipients to influence (effects) designed to achieve goals optimal. The purpose of writing this thesis is to find out what strategies are used by the Eastern Indonesia Knowledge Exchange (BaKTI) with its "Able" program in empowering women in Indonesia. The research method used is descriptive qualitative, data collection techniques used are primary data and secondary data Primary data were collected through interviews with BaKTI administrators, while secondary data were obtained from books and other sources. Based on the research results show that the Communication Strategy of the "MAMPU-BaKTI" Program in Women's Empowerment Action in Indonesia runs well and is right on target, because in empowering this strategy service is well accepted by all participants and has a positive value for all participants who directly contribute to the Mampu program. which was organized by BaKTI.
