Abstract

Jakarta is one of the most populous cities in Indonesia. Its area is 661.52 km2 which is occupied by ± 11.25 million people. Part of the economic center of Jakarta has an attraction for people from outside Jakarta as a place of rotation for their economy. There so many community activities make the streets of the capital city of Jakarta so crowded and congested by people who carry out their activities, both for people who live in Jakarta or those who live around it. Congestion in Jakarta is a problem that has not been solved until now, especially in most of Jakarta's protocol roads. Pejaten Village intersection is one of the intersection points in Jakarta which is quite congested by the busy flow of vehicle traffic. Congestion is common, especially at peak hours. In this study, we will analyze the performance of the Pejaten Village intersection. The research was conducted by comparing the results of the MKJI 1997 method analysis and modeling using the Vissim program. And then the results obtained from the two analyzes will be compared, which analysis is closest to the conditions in the field. The results of the analysis carried out by the queue length obtained from the Vissim program are closer to the results in the field. The result from MKJI 1997 or the average delay of the intersection, the delay value is 99,445 sec/smp for the morning peak hours, 88,556 sets/smp for the afternoon peak hours, and 132.163 sec/smp for the afternoon peak hours. The result from Vissim program for the average delay value of the intersection, the values obtained are 107.459 sec/veh for the morning peak hour, 90.111 sec/veh for the afternoon peak hour, and 93.14 sec/veh for the afternoon peak hour. Both have different results but have the same conclusion where the Level of Service or LoS is F. There needs to be an improvement effort, as for the alternative solution that can be done is to reset the cycle time. Optimization is carried out at each peak hour, the delay value is 75,705 sec/veh in the morning peak hour, down 30% from the existing condition, 78,637 sec/veh at the afternoon peak, down 13% from the existing condition and 77,015 sec/veh in the afternoon peak hour. down 17% from the existing condition. Luas wilayahnya 661.52 km2 yang ditempati oleh ± 11.25 juta jiwa. Sebagain pusat perekonomian Jakarta memiliki daya tarik bagi orang – orang dari luar Jakarta sebagai tempat perputaran perekonomian mereka. Beragam kegiatan masyarakat menjadikan jalanan Ibukota Jakarta begitu ramai dan padat oleh masyarakat yang menjalankan aktifitas mereka, baik bagi orang-orang yang menetap tinggal di Jakarta ataupun yang tinggal disekitarnya. Kemacetan Ibukota menjadi permasalahan yang belum terpecahkan hingga saat ini, terutama disebagian besar jalan protokol Jakarta. Persimpangan Jalan Pejaten Village merupakan salah satu titik persimpangan jalan di Jakarta yang cukup padat oleh sibuknya arus lalu lintas kendaraan. Kemacetan umum terjadi terutam di jam – jam puncak. Dalam penelitian ini akan menganalisis kinerja simpang Pejaten Village tersebut. Penelitian dilakukan dengan membandingkan hasil analisis metode MKJI 1997 dan pemodelan menggunakan program Vissim nantinya hasil yang diperoleh dari kedua analisis tersebut akan dibandingkan, analisis mana yang paling mendekati kondisi di lapangan. Hasil analisis yang dilakukan panjang antrian yang diperoleh dari program Vissim lebih mendekati hasil dilapangan. Pada metode MKJI 1997 ntuk tundaan rata – rata simpang diperoleh nilai tundaan 99.445 det/ smp untuk jam puncak pagi, 88.556 set/smp untuk jam puncak siang, dan 132.163 det/smp untuk jam puncak sore. Pada pemodelan Vissim untuk nilai tundaan rata-rata simpang diperoleh nilai 107.459 det/kend untuk jam puncak pagi, 90.111 det/kend untuk jam puncak siang, dan 93.14 det/kend untuk jam puncak sore. Keduanya memiliki hasil yang berbeda namun memiliki kesimpulan yang sama dimana Level of Service atau LoS nya adalah F. Perlu adanya upaya peningkatan, adapun alternatif solusi yang dapat dilakukan adalah dengan mengatur ulang waktu siklus. Optimalisasi dilakukan pada masing – masing jam puncak diperoleh nilai tundaan sebesar 75.705 det/kend pada jam puncak pagi turun 30% dari kondisi eksisting, 78.637 det/kend pada jam puncak siang turun 13% dari kondisi eksisting dan 77.015 det/kend pada jam puncak sore turun 17% dari kondisi eksisting.
