Abstract
The Audit Board of the Republic of Indonesia (BPK RI) is a state institution that has the authority to examine the management and responsibilities of state finances. One aspect that supports the duties and functions of the audit is the smooth communication between the BPK RI Head Office and the BPK Representative Offices in 34 provinces. The BPK RI Head Office and the BPK RI Representative Office are already connected to the Intranet using the IPSEC SDWAN Tunnel from Telkom where the average intranet bandwidth usage is only about 10%. To optimize the use of intranet bandwidth, the authors propose the use of VoIP technology between the BPK RI Head Office and the BPK Representative Office. VoIP (Voice over Internet Protocol) is a technology that is capable of passing voice, video and data traffic in the form of packets over IP networks, and ensure the security of the type of communication made with the VOIP communication network. The VoIP network designed using the Avaya Media Gateway Server is located at the BPK RI Head Office and has been installed since 2007 but only serves calls between buildings located at the Head Office and is not maximized to serve telephone calls between the Head Office and Representative Offices. In this study, the author uses the NDLC (Network Development Life Cycle) method as a network development method with a qualitative research type for the case that the author examines at the BPK RI Head Office. The results showed that the Avaya Media Gateway Server could be used to serve calls from the BPK RI Head Office to the BPK RI Representative Office using an intranet network. Key words: BPK RI, Communication, Network, VoIP, Avaya Badan Pemeriksa Keuangan Republik Indonesia (BPK RI) adalah lembaga negara yang memiliki wewenang memeriksa pengelolaan dan tanggung jawab keuangan negara. Salah satu aspek yang mendukung tugas dan fungsi pemeriksaan adalah komunikasi yang lancar antara Kantor Pusat BPK RI dengan Kantor Perwakilan BPK yang ada di 34 provinsi. Kantor Pusat BPK RI dan Kantor Perwakilan BPK RI sudah tersambung Intranet menggunakan Tunnel IPSEC SDWAN dari Telkom dimana rata-rata pemakain bandwidth intranet tersebut hanya sekitar 10%. Untuk mengoptimalkan pemakaian bandwidth intranet, maka penulis mengusulkan penggunaan teknologi VoIP antara Kantor Pusat BPK RI dengan Kantor Perwakilan BPK. VoIP (Voice over Internet Protocol) adalah teknologi yang mampu melewatkan trafik suara, video dan data yang berbentuk paket melalui jaringan IP, dan menjamin keamanan jenis komunikasi yang dilakukan dengan jaringan komunikasi VOIP tersebut. Jaringan VoIP yang dirancang menggunakan Server Avaya Media Gateway yang berada di Kantor Pusat BPK RI dan sudah terpasang sejak tahun 2007 tetapi hanya melayani panggilan antar gedung yang berada di Kantor Pusat dan tidak dimaksimalkan untuk melayani panggilan telepon antara Kantor Pusat dengan Kantor Perwakilan. Penelitian ini, penulis menggunakan Metode NDLC (Network Development Life Cycle) sebagai metode pengembangan jaringan dengan jenis penelitian kualitatif untuk kasus yang penulis teliti pada Kantor Pusat BPK RI. Hasil penelitian menunjukkan bahwa Server Avaya Media Gateway dapat digunakan untuk melayani panggilan dari Kantor Pusat BPK RI ke Kantor Perwakilan BPK RI menggunakan jaringan intranet.
