Abstract
The battle of telecommunication industries in Indonesia were more tight and new competitors emerge, because this industries promises profit for share holder. All of operator of telecommunication have their own parameter that determined, to give qualities and performance desired by its customer. The quality of telecommunication network similar with its reliability, maintainability in order to optimalization its availability. Performance of cellular network is parameter that must be defined and its contain of reliability, maintainability, and availability in cellular network. PT. Telkomsel, Tbk as the biggest operator telecommunication in Indonesia, have its parameter called KPI (Key Performance Indicator) as a mean to measure its cellular network capability. In operation of this network, cannot be separated from its consequence. Many interference and failure always occur that decreased its performance and availability, so to combat this problem, the first step must be done define the problem with its probable caused that make some outages in line of transmission. Maximum of Availability just from minimum outage. The minimum outage can be reach by some metode or tools that competence for this purpose.Failure Mode Effect Analysis (FEMA) is one of metode that can be used and very useful to do this purposes. Since PT. Telkomsel, Tbk is operator, so the FMEA that can be used is Process FMEA. With this documentation of FMEA, the operator of cellular network can make some analysis together with vendor as Engineer of network, to make optimal performance, because FMEA have main principal to minimize outage and failure in the future, so availability of network will reached and KPI of this can be achieved. Keyword : Availability Telecommunication Network, FMEA, Key Performance Indicator Persaingan Industri telekomunikasi di Indonesia sekarang ini semakin ketat dan semakin bermunculan karena memang memberikan kentungan yang besar bagi para penanam saham di industri telekomunikasi. Semua para provider atau penyedia layanan komuniksi tentu memiliki parameter-parameter yang ditetapkan untuk menciptakan suatu kualitas dan performa yang diinginkan. Kualitas yang dihasilkan berkaitan erat dengan manajemen kehandalan dan perawatan jaringan itu sendiri yang nantinya kedua hal tersebut sangat mempengaruhi availability jaringan telekomunikasi itu sendiri. Performansi jaringan selular merupakan suatu tolak ukur yang harus diperhatikan. Performansi itu meliputi Reliability, Maintainability, dan Availability jaringan telekomunikasi. Suatu operator selular seperti PT. Telkomsel Tbk, memiliki KPI (Key Performance Indocator) sendiri untuk mengukur performansi layanan jaringannya. Dalam menjalankan fungsinya, tidak lepas dari berbagai macam gangguan, yang nantinya akan mengurangi performansi atau availability jaringan itu sendiri, sehingga untuk meningkatkan availability jaringan itu sendiri, langkah yang harus ditempuh adalah dengan mendefinisikan masalah dan penyebab terjadinya outage. Availability yang tinggi hanya dapat dicapai dengan outage yang minimal. Untuk meminimalkna outage diperlukan suatu cara atau metode. Metode yang digunakan dalam karya akhir ini adalah dokumentasi proses Failure Mode Effect Analysis (FMEA). FMEA proses dilakukan karena dalam menjalankan fungsinya, operator bertindak sebagai pemegang keputusan dan melakukan pengawasan jaringan, sementara masalah desain akan diserahkan sepenuhnya pada vendor jaringan. Dengan metode dokumentasi FMEA ini, diharapkan untuk setiap gangguan yang menyebabkan outage dapat diminimalisir, sehingga nantinya availability yang dihasilkan dapat maksimal.
