Abstract
The use of satellite technology is one of the solutions for fair internet access in Indonesia, where the region consists of many islands, not all of which are accessible by submarine networks. Internet access is the main capital to build regions in Indonesia to improve the economy. The construction of the ground segment was the initial stage of the use of satellite technology as an internet access solution. The construction of ground segment in Bogor Regency experienced a decrease in quality during the implementation process, such as a decrease in the quality of antenna gain (reception and transmission) and loss of quality of optical fiber lines. To identify the causes of quality decline, this study uses the Cause and Effect method and the Failure and Impact Analysis method. And as a result of this study, quality decline was influenced by several project activities such as purchase document submission process, anchor arrival delay, 9 meter antenna reflector installation, and fiber optic lines having problems up during line withdrawal process. Suggestions for improvement that can be done is so that the process of submitting old purchase documents can be overcome by simplifying the approval process. Anchor delays can be overcome by sending anchors from other devices first during the purchase process. For the process of installing reflectors, you can use Photometric tools, so that the process of installation and setting can be faster. Because this process greatly affects the quality of antenna gain (receive and send). And the problem of fiber optic line breakage can be solved by installing backup channels that pass through different areas of the main fiber optic line. Pemanfaatan teknologi satelit merupakan salah satu solusi untuk pemerataan akses internet di Indonesia, dimana wilayahnya terdiri dari banyak kepuluan yang tidak semua bisa terakses oleh jaringan bawah laut. Akses internet menjadi modal utama bagi daerah-daerah berkembang di Indonesia untuk meningkatkan perekonomian. Pembangunan stasiun bumi merupakan tahap awal untuk pemanfaatan teknologi satelit sebagai solusi akses internet. Pembangunan stasiun bumi di Kabupaten Bogor mengalami penurunan kualitas saat proses pelaksanaan, seperti penurunan kualitas gain antena (receive dan transmit) dan kualitas loss jalur fiber optik. Untuk mengidentifikasi akar masalah dari penurunan kualitas tersebut, penelitian ini menggunakan metode Cause and Effect Diagram dan Failure Mode and Effect Analysis. Dan hasil dari penelitian ini, penurunan kualitas dipengaruhi oleh beberapa kegiatan proyek seperti, proses pengajuan dokumen pembelian, keterlambatan kedatangan angkur, pemasangan reflektor antenna 9 meter, dan jalur fiber optik yang mengalami kendala putus saat proses penarikan jalur. Saran perbaikan yang dapat dilakukan untuk ialah pada proses pengajuan dokumen pembelian yang lama bisa diatasi dengan membuat proses approval menjadi lebih sederhana. Keterlambatan angkur, bisa diatasi dengan mengirimkan telebih dahulu angkur dari perangkat lain pada proses pembelian. Untuk proses pemasangan reflektor bisa menggunakan alat Photometric, sehingga proses pemasangan dan setting bisa lebih cepat. Karena proses ini sangat mempengaruhi kualitas gain antena (receive dan transmit). Dan kendala putus jalur fiber optik, bisa diatasi dengan memasang jalur backup yang melewati area berbeda dengan jalur fiber optik utama.
