Abstract

In 2015, university accreditation was carried out in the Master of Engineering Electrical Engineering Study Program of the College of Engineering-PLN. The accreditation value obtained is still below the target. A special strategy is needed in increasing the value of accreditation in the study program. The research aims to identify whether Quality Function Deployment (QFD) can be used as a tool to increase the accreditation value of the STT-PLN Electrical Engineering S2 Study Program. This type of descriptive qualitative research and variables used are standard assessment variables that refer to the assessment instruments made by Menristekdikti through the National Accreditation Board for Higher Education (BAN-PT) which consists of seven assessment standards. The data used in this study are primary data regarding elements of house of quality formation (target value, sales points, technical requirements, etc.) conducted through interviews and direct discussions with STT-PLN management. Data is analyzed in a quantitative approach using the QFD method to generate improvement priorities in the selected item, which is through the house of Quality Phase 1 matrix which is then the input for the house of Quality Phase 2, and then benchmarking against other universities is then carried out. From this study, the priority was to improve the form items, technical responses and process requirements for the forms. So that with this research it can be stated that QFD can be used as a tool to increase the value of the STT-PLN Electrical Engineering S2 Program accreditation. With this research, it is expected that the Master Program in Electrical Engineering of STT-PLN has clear and planned steps in building the processes needed so that the accreditation value increases and can improve user satisfaction. Keywords: QFD, Accreditation, HOQ Pada tahun 2015 telah dilakukan akreditasi perguruan tinggi pada Program Studi S2 Teknik Elektro Sekolah Tinggi Teknik-PLN (STT-PLN). Nilai akreditasi yang diperoleh masih dibawah target. Diperlukan suatu strategi khusus dalam meningkatkan nilai akreditasi di program studi tersebut. Penelitian ini bertujuan untuk mengidentifikasi apakah Quality Function Deployment (QFD) dapat digunakan sebagai alat untuk meningkatkan nilai akreditasi Program Studi S2 Teknik Elektro STT-PLN. Jenis penelitian kualitatif deskriptif dan variabel yang dipakai adalah variabel-variabel standar penilaian yang mengacu pada instrumen penilaian yang dibuat oleh Menristekdikti melalui Badan Akreditasi Nasional Pendidikan Tinggi (BAN-PT) yang terdiri dari tujuh standar penilaian. Data yang digunakan adalah data primer mengenai unsur-unsur pembentukan house of quality (nilai target, sales point, persyaratan teknis, dll.) yang dilakukan melalui wawancara dan diskusi langsung terhadap manajemen STT-PLN. Data dianalisis secara pendekatan kuantitatif dengan menggunakan metode QFD untuk menghasilkan prioritas perbaikan pada butir yang telah dipilih yaitu melalui matriks house of quality tahap 1 yang selanjutnya sebagai masukan untuk house of quality tahap 2, dan selanjutnya dilakukan benchmarking terhadap perguruan tinggi lain. Dari penelitian ini didapatkan prioritas perbaikan butir borang, respon teknis dan kebutuhan proses butir borang. Sehingga penelitian ini dapat dinyatakan bahwa QFD dapat digunakan sebagai alat untuk meningkatkan nilai akreditasi Program Studi S2 Teknik Elektro STT-PLN. Dengan penelitian ini diharapkan Program Studi S2 Teknik Elektro STT-PLN memiliki langkah yang jelas dan terencana dalam membangun proses-proses yang dibutuhkan sehingga nilai akreditasi meningkat dan dapat meningkatkan kepuasan pengguna.
