Abstract

ABSTRAK Judul : Analisis Faktor-Faktor Penyebab Keterlambatan Pelaksanaan Pembayaran Proyek Konstruksi (Studi Kasus : Proyek Yang Dikerjakan Oleh Kontraktor PT.X), Nama : Haris Febrianto, NIM : 41113320002, Dosen Pembimbing : Siti Asyiah, ST, MT, 2018. Pelaksanaan pembayaran dalam proyek konstruksi oleh pemilik proyek kepada kontraktor sering terlambat dari yang disepakati di dalam kontrak, hal ini tentunya sangat merugikan kontraktor. Untuk itu, kontraktor perlu mengetahui faktor apa saja yang bisa menyebabkan keterlambatan pelaksanaan pembayaran agar kelak dapat mengambil langkah tindakan antisipasi di masa mendatang. Penelitian ini bertujuan untuk mengetahui faktor yang mendominasi penyebab keterlambatan pembayaran dari owner kepada kontraktor, tindakan antisipasi yang paling perlu dilakukan untuk mengatasi keterlambatan pembayaran. Penelitian dilakukan dengan studi kasus proyek yang dikerjakan oleh kontraktor PT. X. Hasil penelitian menunjukkan bahwa faktor yang paling dominan sebagai penyebab keterlambatan pembayaran dari pemilik proyek atau owner adalah "Lambatnya pemrosesan kontrak change-order oleh owner". Tindakan antisipasi yang paling perlu dilakukan adalah "Perlu adanya pendekatan terhadap orang-orang yang bersangkutan dari pihak owner dan juga mengirim surat pemberitahuan kepada owner mengenai kontrak change-order yang belum kunjung jadi, dan untuk selanjutnya dalam klausal kontrak ditambahkan pasal batas maksimal pemrosesan kontrak change-order agar jelas berapa lama waktu yang dibutuhkan untuk proses tersebut, karena akibatnya adalah kontraktor tidak bisa melaksanakan penagihan pembayaran kepada owner jika belum ada kontrak”. Kata Kunci : Keterlambatan Pembayaran, Pembayaran Proyek Konstruksi ABSTRACT Title : Analysis of Factors Causing the Delay in the Implementation of Construction Project Payments (Case Study : The Project Working By PT.X Contractor), Name : Haris Febrianto, NIM : 41113320002, Lecturer : Siti Asyiah, ST, MT, 2018. Implementation of payments in construction projects by project owners to contractors is often late than agreed in the contract, this is certainly very detrimental to the contractor. To that end, the contractor needs to know what factors can lead to delays in the implementation of payments in order to be able to take action in anticipation in the future. This study aims to determine the factors that dominate the cause of late payment from the owner to the contractor, the most anticipatory action needs to be done to overcome the delay of payment. The research was conducted with case study project done by contractor PT. X. The results show that the most dominant factor as the cause of late payment of the project owner or owner is "The slow processing of change-order contract by the owner". The most anticipatory action needs to be made is "It needs to approach the person concerned from the owner and also send notification letter to the owner about the change-order contract that has not been finished, and for the next in clause the contract added the maximum limit of processing contract change -order to be clear how long it takes for the process, because the consequence is the contractor can not carry out payment billing to the owner if there is no contract".
