Abstract
The need for hospitals according to the World Health Organization (WHO) ratio between hospital beds and the population is 1: 500, where the availability of hospital rooms in Indonesia is 6 beds and 2 hospital doctors to serve 10,000 inhabitants. The development of hospitals in Indonesia from 2012 - 2018 there was an average increase of 5.22% or 2,750 hospitals (source: http: //sirs.yankes.kemkes.go.id/rsonline/report). In the construction world, the weighting of foundation work or sub-structures of low-rise buildings reaches 10% of the total cost of all work (source: Tall Building in Number Watt, 2010). In this research, statistical analysis using Statistical Package for Social Sciences (SPSS) obtained 15 (fifteen) most influential factors in the implementation of the engineering value of foundation work in hospital buildings are: data analysis; FAST diagram function stage; experience in applying value engineering; composition of the value engineering team; development stage; creativity stage; evaluation phase; define the relationship between functions; priority and time; appropriateness of project characteristics; improve project performance; efficiency; understanding of value engineering; the composition of the head of the value engineering team; cost reduction The results of the case study conducted on the work of foundation-based value engineering in hospital buildings obtained cost efficiency of 13.26%, namely the initial foundation cost of Rp. 3,335,940,000; to Rp. 2,893,692,000; Keywords: Hospital Needs, Value Engineering, FAST Diagram, Cost Efficiency, Hospital Building Foundation. Kebutuhan rumah sakit menurut Rasio World Health Organization (WHO) antara tempat tidur rumah sakit dan populasi adalah 1:500, dimana ketersediaan kamar rumah sakit di Indonesia yaitu sebesar 6 tempat tidur dan 2 tenaga dokter rumah sakit untuk melayani 10.000 jiwa penduduk. Perkembangan rumah sakit di Indonesia dari tahun 2012 - 2018 terdapat peningkatan rata-rata sebesar 5.22% atau 2.750 rumah sakit (sumber: http: //sirs.yankes.kemkes.go.id/rsonline/report). Di dunia konstruksi untuk pembobotan pekerjaan pondasi atau sub-struktur bangunan bangunan bertingkat rendah mencapai 10% dari total biaya seluruh pekerjaan (sumber: Tall Building in Number Watt, 2010). Dalam penelitian ini dilakukan analisa statistik dengan menggunakan Statistical Package for the Social Sciences (SPSS) diperoleh 15 (lima belas) faktor yang paling berpengaruh pada implementasi rekayasa nilai pekerjaan pondasi pada bangunan gedung rumah sakit adalah: analisa data; tahap fungsi FAST diagram; pengalaman penerapan rekayasa nilai; komposisi tim rekayasa nilai; tahap pengembangan; tahap kreatifitas; tahap evaluasi; mendefinisi hubungan antar fungsi; prioritas dan waktu; kesesuaian karakteristik proyek; meningkatkan kinerja proyek; efisiensi; pemahaman rekayasa nilai; komposisi ketua tim rekayasa nilai; pengurangan biaya. Hasil studi kasus yang dilakukan pada pekerjaan pondasi berbasis rekayasa nilai pada bangunan gedung rumah sakit diperoleh efisiensi biaya sebesar 13,26% yaitu biaya pondasi awalnya Rp. 3.335.940.000; menjadi Rp. 2.893.692.000; Keywords : Kebutuhan Rumah Sakit, Rekayasa Nilai, Diagram FAST, Efisiensi Biaya, Pondasi Bangunan Gedung Rumah Sakit.
