Abstract

In construction projects there are often various kinds of obstacles that eventually cause delays in the construction process. This delay will cause losses to various parties involved in the construction project. Therefore, special attention is needed to overcome various factors that could cause delays. In its implementation, the Mass Rapid Transit (MRT) project of CP 102 Cipete Raya area faces several obstacles that cause delays in the substructure work. There are factors that cause delays, for this reason a study of the factors causing the delay was conducted. The research method used in this study is quantitative descriptive by determining research variables based on previous journals. Supported by the distribution of phase 1 questionnaires and questionnaire stage 2 which was distributed to 34 respondents. After data collection was obtained, an analysis of the factors causing the delay in substructure work on the CP102 MRT project was made using SPSS software. From this research, the most dominant factor is the difficulty of land acquisition by the community and the complicated bureaucracy in project operations with the regression model equation: Y = 1.139 + 0.504 X5.7 + 0.314 X5.9 and R Square which is equal to 0.606 or 61%. The alternative solution to the most dominant factor is the need for coordination between the Owner and the land owner regarding the administration of land acquisition, before the Owner assigns the contractor the land to be used is in 100% free condition. Keywords: construction, delay, questionnaire, statistics, substructure, SPSS Pada proyek konstruksi sering ditemukan berbagai macam kendala yang akhirnya menyebabkan keterlambatan dalam proses pembangunannya. Keterlambatan ini akan menyebabkan kerugian terhadap berbagai pihak yang terlibat dalam proyek konstruksi. Maka dari itu, diperlukan perhatian khusus untuk mengatasi berbagai faktor yang bisa saja menyebabkan keterlambatan. Pada pelaksanaannya, proyek Mass Rapid Transit (MRT) CP 102 area Cipete Raya menghadapi beberapa kendala yang menyebabkan keterlambatan pada pekerjaan substructure. Terdapat faktor-faktor yang menyebabkan terjadinya keterlambatan, untuk itu dilakukan penelitian terhadap faktor-faktor penyebab keterlambatan tersebut. Metode Penelitian yang di gunakan pada penelitian ini adalah deskriptif kuantitatif dengan menentukan variabel penelitian berdasarkan jurnal-jurnal terdahulu. Didukung dengan penyebaran kuisioner tahap 1 dan kuisioner tahap 2 yang di sebar kepada 34 responden. Setelah pengumpulan data didapat, dibuat analisis faktor penyebab terjadinya keterlambatan waktu pekerjaan substructure pada proyek MRT CP102 menggunakan software SPSS. Dari penelitian ini didapat faktor paling dominan yaitu sulitnya pembebasan lahan oleh masyarakat dan birokrasi yang berbelit-belit dalam operasi proyek dengan persamaan model regresi : Y = 1.139 + 0.504 X5.7 + 0.314 X5.9 dan R Square yaitu sebesar 0,606 atau 61 %. Solusi alternatif penyelesaian terhadap faktor paling dominan yaitu, perlunya koordinasi antara Owner dan pemilik lahan terkait administrasi pembebasan lahan, sebelum Owner memberikan tugas kepada kontraktor seharusnya lahan yang akan digunakan sudah dalam kondisi 100 % bebas.
