Abstract

Citanduy River is located in Banjar is one of the water resources that is useful for the community around the banks of the river in order to used the daily needs, for example for the purposes of irrigation. Most of the people around the Citanduy River is a farmer where most of the largest rice producers in the area of Tasikmalaya-West Java. Over time, Citanduy River is often experiencing a flood disaster during the rainy season. Flood disaster can be caused by several factors, such as rain factor, destruction of watershed retention, mismanagement of river channel development, river bankruptcy, mismanagement and development of facilities and infrastructure (Maryono, 2005). This can lead to a decrease in the cross-sectional capacity of the River so that the dimension of the River is not able to accommodate the downfall of rain water and cause the Citanduy River to overflow. This is also called surface runoff that flows on the ground before entering the river system. In this study aims to calculate the existing cross-sectional capacity of the Citanduy river by using the HEC-RAS program under unsteady flow conditions with the ratio of annual plan discharge. The method of analysis used is the method Arithmatika. Design evaluation is done by calculating flood discharge in annual period, starting from period 2, 5, 10, 20, 25, 50, and 100 annual. From the calculation of hydrological analysis using the HSS Nakayassu method and hydraulic analysis using HEC-RAS program, it can be seen that the existing cross-section of the Citanduy River can not accommodate the flow of existing flow. Therefore it is necessary to do a handling solution that is skturktural and non structural to avoid the river water flood. Keywords: DAS, HEC-RAS, river cross section. Sungai Citanduy yang berada di Kelurahan Banjar merupakan salah satu sumber daya air yang sangat bermanfaat untuk masyarakat di sekitar bantaran Sungai demi memenuhi keperluan sehari-hari, misalnya untuk keperluan irigasi. Sebagian besar masyarakat sekitar bantaran Sungai Citanduy ini berprofesi sebagai petani dimana sebagian besar merupakan penghasil padi terbesar di daerah Tasikmalaya-Jawa Barat. Seiring berjalannya waktu, Sungai Citanduy ini sering mengalami bencana banjir pada saat musim hujan. Bencana banjir dapat diakibatkan oleh beberapa faktor, misalnya faktor hujan, hancurnya retensi Daerah Aliran Sungai, kesalahan perencanaan pembangunan alur sungai, pendangkalan sungai, kesalahan tata wilayah dan pembangunan sarana dan prasarana (Maryono, 2005). Hal ini dapat menyebabkan berkurangnya kapasitas penampang Sungai sehingga dimensi Sungai tidak mampu menampung debit air hujan yang turun dan menyebabkan Sungai Citanduy meluap. Hal ini disebut juga sebagai limpasan permukaan yang mengalir di permukaan tanah sebelum masuk ke sistem sungai. Pada penelitian ini bertujuan untuk menghitung kapasitas penampang eksisting sungai Citanduy dengan menggunakan program HEC-RAS pada kondisi unsteady flow dengan perbandingan debit rencana tahunan. Metode analisis yang digunakan yaitu menggunakan metode Arithmatika. Evaluasi design dilakukan dengan cara menghitung debit banjir pada periode tahunan, mulai dari periode 2, 5, 10, 20, 25, 50, dan 100 tahunan. Dari hasil perhitungan analisa hidrologi dengan menggunakan metode HSS Nakayassu dan analisa hidrolika dengan menggunakan program HEC-RAS, maka dapat diketahui bahwa penampang eksisting Sungai Citanduy tidak dapat menampung debit aliran yang ada. Oleh karena itu perlu dilakukannya solusi penanganan yang bersifat skturktural maupun non struktural untuk menghindari luapan air Sungai. Kata Kunci : DAS, HEC-RAS, penampang sungai.
