Abstract

Tabloid Sinar Tani also presents a model of framing analysis to translate the central idea in an editorial that became his trademark. The central idea seems closely linked to policy agenda setting. In order to develop a positive relationship between the ratings given to an issue of the media attention given to the issue of audience that framing analysis presented by the editor of the tabloid Sinar Tani in the form of editorials. Analysis framing seems diipakai by tabloid editors Sinar Tani as ways to mengkonstruki facts are revealed by the horticultural management of the phenomenon of Indonesian farmers. Referring to the framing analysis, this study aimed to find out about the import restrictions editorial framing Horticulture tabloid Sinar Tani. With this aim, the purpose of the study is to discuss how the tabloid Sinar Tani editorial framing on horticulture import restrictions. Horticulture is an editorial framing on the framing process on the competitiveness of horticulture on the editorial tabloid Sinar Tani analyzed according to Gamson and Modigliani's models are divided into two forms of devices such as framing device (the framing) and reasoning devices (the reasoning). In framing the analysis of these devices, there are some "derivatives", ie metaphors, catchphrases, exemplar, depiction, visual image, roots, appeals to principles, and Consequences. The analysis focused on framing the editorial editorial about horticulture edition January to December 2013. The research approach used to address Framing Analysis Editorial Tabloid Sinar Tani is a qualitative research approach to framing analysis approach Gamson and Modigliani Model. Unit of analysis in this study is the issue of editorial tabloid Sinar Tani 23 to 29 January 2013 to issue June 5-11, 2013. Techniques of data collection used in the study is to use selective techniques, observational, and literature study. The data analysis technique used is the analysis frame or framing analysis on an issue, event or policy constructed or negotiated. From the description of the descriptive analysis of the results obtained by a study finding that the tabloid Sinar Tani editorial framing of Horticulture Import Restrictions to conduct analysis of the framing of any government policy or phenomenon agricultural / horticultural businesses associated with Horti business interests and the interests of the farmers associated with Horti. Framing analysis is done by analyzing the parable or modality (methapora) phenomena policies or activities of farm / agribusiness are to be scrutinized; analyzing phrases of interest (catchphrases) of the phenomenon; analyze the relationship frame with sample, description of the theory, comparison (exemplar); depiction suggests to label the phenomenon is scrutinized; presents illustrations that support the framing (visual images); and conduct an analysis of causality phenomenon with various things (roots); premiss put forward on the basis of the analysis (appeal to principle); and also suggests the effects or consequences (consenquences) of the phenomenon is scrutinized. Thus Sinar Tani Tabloid editors have achieved the goal that manages media, which is disseminating information that spurred the creation of a climate conducive to the development of agriculture / agribusiness. Conclusion of the discussion of the results of this study are that Tabloid Sinar Tani editorial framing of Horticulture Import Restrictions to conduct analysis of the framing of any government policy or phenomenon agricultural / horticultural business associated with the interests of employers and Horti or related to the interests of the farmers Horti. Framing analysis is done by analyzing the parable or modality (methapora) phenomena policies or activities of farm / agribusiness are to be scrutinized; analyzing phrases of interest (catchphrases) of the phenomenon; analyze the relationship frame with sample, description of the theory, comparison (exemplar); depiction suggests to label the phenomenon is scrutinized; presents illustrations that support the framing (visual images); and conduct an analysis of causality phenomenon with various things (roots); premiss put forward on the basis of the analysis (appeal to principle); and also suggests the effects or consequences (consenquences) of the phenomenon is scrutinized. Keywords: Import, Horticulture, Farmers Tabloid Sinar Tani menyajikan juga model analisis framing untuk menerjemahkan ide sentral ke dalam editorial yang menjadi ciri khasnya. Ide sentral ini tampaknya terkait erat dengan kebijakan agenda setting. Dalam rangka mengembangkan hubungan positif antara penilaian yang diberikan media pada suatu persoalan dengan perhatian yang diberikan khalayak kepada persoalan itulah analisis framing disajikan oleh redaktur Tabloid Sinar Tani dalam bentuk editorial. Analisis framing tampaknya diipakai oleh redaktur Tabloid Sinar Tani sebagai cara-cara untuk mengkonstruki fakta yang diungkap dari fenomena pengelolaan holtikultura oleh petani Indonesia. Mengacu pada analisis framing tersebut, penelitian ini dimaksudkan untuk mengetahui framing editorial tentang pembatasan import Holtikultura Tabloid Sinar Tani. Dengan maksud tersebut maka tujuan penelitian adalah membahas bagaimana Tabloid Sinar Tani membingkai editorial tentang pembatasan import holtikultura. Pembingkaian editorial tentang Hortikultura merupakan proses pembingkaian tentang daya saing hortikultura pada editorial Tabloid Sinar Tani yang dianalisis menurut model Gamson dan Modigliani terbagi kedalam dua bentuk perangkat berupa framing device (perangkat framing) dan reasoning device (perangkat penalaran). Dalam analisa framing device ini terdapat beberapa “turunan”, yaitu metafora, catchphrases, exemplar, depiction, visual image, roots, appeals to principles, dan consequences. Analisis pembingkaian editorial tersebut difokuskan pada editorial tentang hortikultura edisi januari sampai desember 2013. Pendekatan penelitian yang digunakan untuk membahas Analisis Framing Editorial Tabloid Sinar Tani adalah pendekatan penelitian kualitatif yang dilakukan pendekatan analisis framing Gamson dan Modigliani. Unit Analisis dalam penelitian ini adalah editorial Tabloid Sinar Tani edisi 23-29 Januari 2013 sampai edisi 5-11 juni 2013. Teknik pengumpulan data yang dipergunakan dalam penelitian adalah dengan menggunakan teknik selektif, observatif, dan studi kepustakaan. Teknik analisis data yang digunakan adalah analisis bingkai atau framing analysis mengenai suatu isu, peristiwa atau kebijakan dikonstruksikan atau dinegosiasikan. Dari uraian analisis deskriptif hasil penelitian diperoleh suatu temuan penelitian bahwa Tabloid Sinar Tani membingkai editorial tentang Pembatasan Import Holtikultura dengan mengadakan analisis framing terhadap setiap kebijakan pemerintah atau fenomena pertanian/bisnis hortikultura yang terkait dengan kepentingan para pengusaha horti dan yang terkait dengan kepentingan para petani horti. Analisis framing ini dilakukan dengan menganalisis perumpamaan atau pengandaian (methapora) fenomena kebijakan atau kegiatan pertanian/agribisnis yang perlu dikritisi; menganalisis frase yang menarik (catchphrases) dari fenomena tersebut; menganalisis keterkaitan bingkai dengan contoh, uraian teori, perbandingan (exemplar); mengemukakan depiction untuk melabeli fenomena yang dikritisi; menyajikan ilustrasi yang mendukung pembingkaian (visual images); serta melakukan juga analisis kausalitas fenomena dengan berbagai hal (roots); mengemukakan premiss dasar pada analisis tersebut (appeal to principle ); dan mengemukakan juga efek atau konsekuensi (consenquences) dari fenomena yang dikritisi. Dengan demikian editor Tabloid Sinar Tani telah mencapai tujuan media yang dikelolanya, yaitu menyebarluaskan informasi sehingga memacu terciptanya iklim yang kondusif bagi perkembangan pertanian/agribisnis. Kesimpulan yang diperoleh dari pembahasan hasil penelitian adalah bahwa Tabloid Sinar Tani membingkai editorial tentang Pembatasan Import Holtikultura dengan mengadakan analisis framing terhadap setiap kebijakan pemerintah atau fenomena pertanian/bisnis hortikultura yang terkait dengan kepentingan para pengusaha horti dan atau yang terkait dengan kepentingan para petani horti. Analisis framing ini dilakukan dengan menganalisis perumpamaan atau pengandaian (methapora) fenomena kebijakan atau kegiatan pertanian/agribisnis yang perlu dikritisi; menganalisis frase yang menarik (catchphrases) dari fenomena tersebut; menganalisis keterkaitan bingkai dengan contoh, uraian teori, perbandingan (exemplar); mengemukakan depiction untuk melabeli fenomena yang dikritisi; menyajikan ilustrasi yang mendukung pembingkaian (visual images); serta melakukan juga analisis kausalitas fenomena dengan berbagai hal (roots); mengemukakan premiss dasar pada analisis tersebut (appeal to principle ); dan mengemukakan juga efek atau konsekuensi (consenquences) dari fenomena yang dikritisi.
