Abstract

The ever increasing the population of DKI Jakarta had a significant impact, particularly on the decreasing availability of clean water. In response to this condition, the government, through PAM Jaya, is carrying out the SPAM Buaran 3 Hilir Pipe Network Installation Project to fulfil the clean water needs of Jakarta's residents. However, during its implementation, the project experienced a significant progress delay, in which a deviation of -1.646% occurred in week 27 and increased to -9.426% by week 29. This delay mainly occurred in the pipe jacking work, triggered by uncertainties in the implementation schedule caused by both technical and non-technical constraints. Therefore, this study aims to identify risk variables using the Probability Impact Matrix (PIM) method, to determine the risks affecting time delays, and to formulate risk mitigation recommendations. The method applied is a qualitative approach, with data collected through questionnaires distributed to respondents and processed using the Probability Impact Matrix (PIM) method in accordance with the principles of the Project Management Body of Knowledge (PMBOK). The study was conducted using risk variables validated by three experts, which were subsequently assessed by 20 respondents. The results of this study identified 36 risk variables contributing to the delay, covering Managerial and Planning Risks, Operational and Technical Risks, Labour Risks, Financial Risks, and Force Majeure Risks. The Probability Impact Matrix (PIM) mapping produced three variables classified in the high category, with values ranging from 0.21 to 0.72. The highest risk variables are problems related to materials and the inadequate performance of work equipment. The mitigation measures taken include preparing material requirement plans, evaluating the performance of the internal team, establishing procurement lead time agreements with suppliers, carrying out periodic maintenance of work equipment, and improving coordination among the field, engineering, and procurement teams. Pertumbuhan jumlah penduduk di DKI Jakarta yang terus meningkat membuat memberikan dampak khususnya ketersediaan akan air bersih yang semakin menurun. Menanggapi hal tersebut, pemerintah melalui PAM Jaya melaksanakan proyek pemasangan Jaringan Pipa SPAM Buaran 3 Hilir untuk memenuhi kebutuhan akan air bersih untuk penduduk Jakarta. Namun, pada pelaksanaan proyek ini mengalami keterlambatan progres yang signifikan, dimana terjadi deviasi pada minggu 27 sebesar -1,646% dan meningkat mencapai -9,426% pada minggu ke-29. Keterlambatan ini utamanya terjadi pada pekerjaan jacking pipa yang dipicu oleh ketidakpastian dalam jadwal pelaksanaan akibat kendala teknis maupun non-teknis. Maka dari itu, tujuan dari penelitian ini untuk mengidentifikasi variabel risiko dengan metode Probability Impact Matrix (PIM), untuk menentukan risiko yang mempengaruhi keterlambatan waktu serta menyusun rekomendasi mitigasi risiko. Metode yang dilakukan adalah pendekatan kualitatif dengan pengumpulan data melalui kuisioner yang disebarkan kepada responden dan mengolah data tersebut menggunakan metode Probability Impact Matrix (PIM) sesuai kaidah Project Management Body of Knowledge (PMBOK). Penelitian dilakukan dengan variabel risiko yang divalidasi oleh tiga pakar, kemudian dinilai oleh 20 responden. Dari hasil penelitian ini diketahui keterlambatan terjadi 36 variabel risiko meliputi Risiko Manajerial & Perencanaan, Risiko Operasional & Teknis, Risiko Tenaga Kerja, Risiko Finansial, Risiko Force Majeure. Pemetaan Probability Impact Matrix (PIM) menghasilkan tiga variabel berkategori tinggi dengan nilai 0,21-0,72. Dengan variabel risiko tertinggi yaitu Permasalahan pada material dan kurangnya performa alat kerja. Tindakan mitigasi yang dilakukan dengan melakukan penyusunan kebutuhan material, mengevaluasi kinerja dari tim internal dan kesepakatan lead time pengadaan dengan supplier serta maintenance alat kerja secara berkala serta koordinasi antara tim lapangan, engineering, dan procurement perlu ditingkatkan.
