Abstract
The performance evaluation of the Public Infrastructure and Facilities HandlingTeam (PPSU) at Meruya Utara Urban Village still faces several challenges dueto the use of manual assessment processes. This condition may lead to subjectivityand does not yet support integrated information visualization. This study aims todesign a Business Intelligence (BI) Dashboard to support data-drivenperformance evaluation of PPSU teams by implementing the Technique for OrderPreference by Similarity to Ideal Solution (TOPSIS) method. The study adopts theDesign Science Research (DSR) approach and applies the Extract, Transform, Load (ETL) process to transform operational data into four Key PerformanceIndicators (KPIs): Report Timeliness, Task Completion Progress, TaskCompletion Speed, and Documentation Completeness. The TOPSIS method wasselected because it is well suited for ranking alternatives based on their proximityto the ideal solution. The results show that the TOPSIS calculation producedpreference values of 0.923 for Team 2, 0.670 for Team 3, and 0.222 for Team 1, resulting in a more objective ranking of team performance. These preferencevalues were subsequently integrated into the Business Intelligence Dashboard toprovide visualized performance evaluation information for decision support. Therefore, this study proposes a performance evaluation system design that integrates ETL, TOPSIS, and a Business Intelligence Dashboard to support theevaluation of PPSU team performance at Meruya Utara Urban Village. Keywords : Performance Evaluation, Business Intelligence, TOPSIS, PPSU, Dashboard Evaluasi kinerja tim Penanganan Prasarana dan Sarana Umum (PPSU) di Kelurahan Meruya Utara masih mengalami berbagai tantangan, terkait dengan proses penilaian yang dilaksanakan secara manual. Hal ini dapat menyebabkan subjektivitas dan juga belum mendukung visualisasi informasi yangterintegrasi. Penelitian ini bertujuan untuk merancang Dashboard BusinessIntelligence (BI) guna mendukung evaluasi kinerja timPPSU dengan menggunakan data, serta menerapkan metode Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Penelitian ini menggunakanpendekatan Design Science Research (DSR) dengan langkah Extract, Transform, Load (ETL) untuk mengolah data operasional menjadi empat Indikator KinerjaUtama (IKU), yaitu Ketepatan Waktu Laporan, Progres Penyelesaian Tugas, Kecepatan Penyelesaian Tugas, dan Kelengkapan Dokumentasi. Metode TOPSISdipilih karena sesuai dengan karakteristik penelitian yang membutuhkanperankingan alternatif berdasarkan kedekatan terhadap solusi ideal. Hasil penelitian menunjukkan bahwa perhitungan TOPSIS menghasilkan nilai preferensi sebesar 0,923 untuk Tim 2, 0,670 untuk Tim 3, dan 0,222 untuk Tim 1, sehingga menghasilkan pemeringkatan kinerja tim secara lebih objektif. Nilai preferensi tersebut selanjutnya diintegrasikan ke dalam Business IntelligenceDashboard untuk menyajikan informasi evaluasi kinerja secara visual sebagai pendukung pengambilan keputusan. Dengan demikian, penelitian ini menghasilkan rancangan sistem evaluasi kinerja yang mengintegrasikan ETL, TOPSIS, dan BI Dashboard untuk mendukung proses evaluasi kinerja tim PPSUdi Kelurahan Meruya Utara.
