Abstract
This research is motivated by the suboptimal implementation of Employee Green Behavior (EGB) in energy use and waste management within the Ministry of Industry during the 2022–2024 period, indicating that employees' proenvironmental behaviors have not been consistently internalized as a work culture. This study aims to analyze and empirically test the influence of Green Organizational Culture (GOC) and Green Training (GT) on Employee Green Behavior (EGB), both directly and indirectly, with Environmental Awareness (EA) as a mediating variable. The study employs a quantitative approach with a causal design. The research population consists of 195 Civil Servants within the BSKJI and BPSDMI units, with a sample of 133 respondents selected through proportionate stratified random sampling. Data were collected using questionnaires and analyzed using the Structural Equation Modeling–Partial Least Square (SEM-PLS) method via SmartPLS 4. The results demonstrate that Green Organizational Culture and Green Training have a positive and significant effect on Employee Green Behavior. Furthermore, Environmental Awareness is proven to serve as a mediating variable that strengthens the influence of Green Organizational Culture and Green Training on Employee Green Behavior. This research contributes theoretically by enriching the literature on employee green behavior in the public sector and provides practical implications that strengthening green organizational culture and sustainable training can drive more efficient energy use and more responsible waste management in government agencies. Penelitian ini dilatarbelakangi oleh belum optimalnya implementasi Employee Green Behavior (EGB) dalam penggunaan energi dan pengelolaan sampah di Kementerian Perindustrian selama periode 2022–2024, yang menunjukkan bahwa perilaku ramah lingkungan pegawai belum terinternalisasi secara konsisten sebagai budaya kerja. Penelitian ini bertujuan untuk menganalisis dan menguji secara empiris pengaruh Green Organizational Culture (GOC) dan Green Training (GT) terhadap Employee Green Behavior (EGB), baik secara langsung maupun tidak langsung, dengan Environmental Awareness (EA) sebagai variabel mediasi. Penelitian menggunakan pendekatan kuantitatif dengan desain kausalitas. Populasi penelitian adalah Pegawai Negeri Sipil pada unit BSKJI dan BPSDMI sebanyak 195 orang, dengan sampel 133 responden yang dipilih melalui proportionate stratified random sampling. Data dikumpulkan menggunakan kuesioner dan dianalisis dengan metode Structural Equation Modeling–Partial Lenvironmental awarenessst Square (SEM-PLS) melalui SmartPLS 4. Hasil penelitian menunjukkan bahwa Green Organizational Culture dan Green Training berpengaruh positif dan signifikan terhadap Employee Green Behavior. Selain itu, Environmental Awareness terbukti berperan sebagai variabel mediasi yang memperkuat pengaruh Green Organizational Culture dan Green Training terhadap Employee Green Behavior. Penelitian ini berkontribusi secara teoritis dalam memperkaya literatur mengenai perilaku hijau pegawai di sektor pemerintahan serta memberikan implikasi praktis bahwa penguatan budaya organisasi hijau dan pelatihan berkelanjutan dapat mendorong penggunaan energi yang lebih efisien dan pengelolaan sampah yang lebih bertanggung jawab di instansi pemerintah.
