Abstract
This study aims to identify various factors and determine the most dominant factors contributing to delays in the completion time of the Bian Bridge Project in Merauke Regency, South Papua Province. The data collection and thesis research were conducted from August 2025 to February 2026, involving three experts and 30 respondents who were directly involved in the Bian Bridge Construction Project. The analytical technique applied in this thesis was purely quantitative. Data processing was carried out using the Relative Importance Index (RII) method. The results of the research and interviews indicate that there are eight categories comprising a total of 25 delay factors, namely Administrative Factors, Work Planning and Scheduling, Project Management, Materials, Equipment, Human Resources, Environmental and External Factors, and Technology and Innovation. The most dominant factors causing project delays were adverse weather conditions around the project site (heavy rain / flooding / natural disasters), design changes after the construction phase had commenced, and the remote location with difficult access roads to the project site. Based on these three dominant factors, several alternative strategies were identified to prevent and mitigate disruptions in the construction process. Penelitian ini bertujuan untuk mengidentifikasi berbagai faktor dan menemukan faktor apa saja yang berperan paling dominan dalam menyebabkan keterlambatan waktu penyelesaian pada Proyek Jembatan Bian, Kab. Merauke, Provinsi Papua Selatan. Proses pengambilan data dan penelitian skripsi dilakukan dalam kurun waktu dari bulan Agustus 2025 hingga Februari 2026 dengan 3 pakar ahli dan 30 responden yang terlibat langsung di Proyek Pembangunan Jembatan Bian. Teknik analisis dalam skripsi ini murni dilakukan menggunakan metode kuantitatif. Dimana pengolahan data dilakukan dengan Metode Relative Importance Index. Hasil penelitian dan wawancara menunjukkan bahwa terdapat 8 kategori dengan total 25 butir faktor penyebab keterlambatan, diantaranya Faktor Administratif, Perencanaan Dan Penjadwalan Pekerjaan, Manajemen Proyek, Material, Alat, Sumber Daya Manusia, Lingkungan Dan Eksternal, Teknologi dan Inovasi. Sementara faktor yang paling dominan dalam keterlambatan proyek adalah cuaca buruk di sekitar lokasi proyek (hujan deras / banjir / bencana alam), terjadi perubahan desain saat masa konstruksi sudah dimulai dan letak terpencil dan jalan akses menuju lokasi proyek sulit. Dari ketiga faktor dominan tersebut didapatkan beberapa strategi alternatif untuk mencegah maupun menanggulangi jalannya proses konstruksi.
