Abstract

Organizational transformation in the mining sector has become an urgent issue to improve oversight effectiveness and the performance of Mining Inspectors (IT). The novelty of this study lies in positioning Mine Inspectors as the subject of the first quantitative investigation in Indonesia and in developing an evidence-based structural model that examines the effects of Organizational Structure, Resources and Capabilities, and Organizational Culture on Mine Inspector Performance, with Delegation of Authority serving as a mediating variable and Organizational Control as a moderating variable. The background of the study is due to the gap between targets and the realisation of performance in the Directorate General of Minerals and Coal, especially in the accountability of government agency performance, suboptimal structure, culture, as well as organizational resources and capabilities in supporting IT tasks. The study was conducted in 2023–2025 and involved a population of 718 IT under the Directorate General of Minerals and Coal. The sample was determined randomly using Slovin's formula with a 5% error, resulting in the required number of respondents being 257 IT from 32 provinces. The method used is a quantitative survey with structured questionnaires and analyzed using Structural Equation Modeling (SEM). The results of the study show that Organizational Structure, Resources and Capabilities, and Organizational Culture have a significant impact on Employee Performance, both directly and indirectly through the mediation of Delegation of Authority, and it was not proven that Organizational Control can moderate the delegation of authority on the performance of Mining Inspectors. These three organizational factors have a positive effect on the Performance of Mining Inspectors. However, improvements are still needed in the aspects of communication of organizational goals, appreciation for IT participation, and clarity of authority boundaries. Therefore, strengthening two-way communication, a fair reward system, measurable delegation guidelines, integration of evaluation results into policies, and a transformation of organizational culture oriented towards trust and commitment are required. Penelitian ini memiliki kebaruan (novelty) dengan menjadikan Inspektur Tambang sebagai subjek studi kuantitatif pertama di Indonesia serta mengembangkan model struktural yang menguji pengaruh Struktur Organisasi, Sumber Daya dan Kapabilitas, serta Budaya Organisasi terhadap Kinerja Inspektur Tambang melalui mekanisme Pendelegasian Wewenang sebagai variabel mediasi dan Pengendalian Organisasi sebagai variabel moderasi. Latar belakang penelitian karena adanya kesenjangan target dan realisasi kinerja Ditjen Minerba, terutama pada akuntabilitas kinerja instansi pemerintah, belum optimalnya struktur, budaya, serta sumber daya dan kapabilitas organisasi dalam mendukung tugas IT. Studi dilakukan pada 2023– 2025 dan melibatkan populasi 718 IT di bawah Ditjen Minerba. Sampel diambil secara acak, ditentukan menggunakan rumus Slovin dengan error 5%, sehingga jumlah responden diperlukan sebanyak 257 IT dari 32 provinsi. Metode yang digunakan adalah survei kuantitatif dengan kuesioner terstruktur dan dianalisis menggunakan Structural Equation Modeling (SEM). Hasil penelitian menunjukkan bahwa Struktur Organisasi, Sumber Daya dan Kapabilitas, serta Budaya Organisasi berpengaruh signifikan terhadap Kinerja Inspektur Tambang, baik secara langsung maupun tidak langsung melalui mediasi Delegasi Wewenang, dan tidak terbukti bahwa Pengendalian Organisasi mampu memoderasi pendelegasian wewenang terhadap kinerja Inspektur Tambang. Ketiga faktor organisasi tersebut berpengaruh positif terhadap Kinerja Inspektur Tambang. Namun peningkatan masih diperlukan dalam aspek komunikasi tujuan organisasi, apresiasi terhadap partisipasi IT, dan kejelasan batasan kewenangan. Oleh karena itu, diperlukan penguatan komunikasi dua arah, sistem penghargaan yang adil, pedoman delegasi wewenang yang terukur, integrasi hasil evaluasi ke dalam kebijakan, dan transformasi budaya organisasi yang berorientasi pada kepercayaan dan komitmen.
