Abstract
This study aims to analyze the influence of work environment, training, and organizational culture on organizational citizenship behavior (OCB) with employee engagement as a mediating variable at Perum LPPNPI (AirNav Indonesia). The research is motivated by the challenges faced by the aviation navigation industry, particularly the increase in air traffic, human resource limitations, and the need for extra-role behaviors (OCB) to support organizational effectiveness. The study employs a quantitative approach using a questionnaire distributed to Perum LPPNPI employees and analyzed through Partial Least Squares - Structural Equation Modeling (PLS-SEM). Pre-survey results reveal negative perceptions regarding the work environment and employee engagement, while perceptions of training and organizational culture tend to be positive but still suboptimal. This research is expected to provide practical contributions to the development of HR strategies in the aviation navigation sector and theoretical contributions to the literature on the relationship between work environment, training, organizational culture, employee engagement, and OCB in the context of strategic public organizations. The study also supports the achievement of Sustainable Development Goals (SDGs), particularly Goal 8 (Decent Work and Economic Growth) and Goal 16 (Peace, Justice and Strong Institutions). Keywords: Work Environment, Training, Organizational Culture, Employee Engagement, Organizational Citizenship Behavior, Perum LPPNPI Penelitian ini bertujuan untuk menganalisis pengaruh work environment, training, dan organizational culture terhadap organizational citizenship behavior (OCB) dengan employee engagement sebagai variabel mediasi pada Perum LPPNPI (AirNav Indonesia). Latar belakang penelitian didasari oleh tantangan yang dihadapi industri navigasi penerbangan, khususnya terkait peningkatan trafik penerbangan, keterbatasan sumber daya manusia, serta pentingnya kontribusi perilaku ekstra peran (OCB) dalam menunjang efektivitas organisasi. Penelitian dilakukan pada Perum LPPNPI yang bertanggung jawab atas pengelolaan navigasi penerbangan di Indonesia, penelitian dilaksanakan pada periode Juni s.d Agustus 2025. Subjek Penelitian adalah karyawan Perum LPPNPI yang terlibat dalam operasional Navigasi Penerbangan. Metode penelitian menggunakan pendekatan kuantitatif dengan pengumpulan data melalui kuesioner terstruktur dan dianalisis menggunakan metode Partial Least Squares - Structural Equation Modeling (PLSSEM). Hasil penelitian menunjukkan bahwa work environment, training, organizational culture dan employee engagement berpengaruh positif dan signifikan terhadap organizational citizenship behavior (OCB). Secara khusus, employee engagement terbukti menjadi variabel dominan dalam mempengaruhi organizational citizenship behavior (OCB) sekaligus mampu memediasi dengan baik pada pengaruh work environment, training, dan pada organizational culture memediasi secara pasrsial terhadap organizational citizenship behavior (OCB). Melalui hasil ini, dapat memberikan kontribusi kepada perusahaan dalam merumuskan kebijakan serta membantu karyawan dalam menjalankan aktivitas pekerjaan di Perum LPPNPI.
