Abstract
Penelitian ini menganalisis strategi Public Relations Pusat Industri Hijau Kementerian Perindustrian dalam penyelenggaraan Penghargaan Industri Hijau 2022 dengan pendekatan kualitatif deskriptif berparadigma post-positivistik. Teori Government Public Relations dan model PENCILS dari Thomas L. Harris digunakan sebagai kerangka analisis, sementara data diperoleh melalui wawancara, dokumentasi, dan observasi, lalu dianalisis dengan model komunikasi Lasswell dan teori relationship management Strömbäck & Kiousis. Hasil penelitian menunjukkan lima tahap utarna strategi komunikasi: pemetaan audiens, perumusan pesan, perencanaan teknis, pelaksanaan kolaboratif, dan evaluasi. Elemen event dan publication paling dominan, sedangkan community involvement dan lobbying belum optimal. Strategi ini meningkatkan kesadaran publik tentang industri hijau dan memperkuat hubungan pemerintah-industri, meski kesinambungan komunikasi dua arah dan pelibatan publik pascancara masih perlu ditingkatkan. This study examines the Public Relations strategy implemented by the Green Industry Center of the Indonesian Ministry of Industry in organizing the 2022 Green Industry Awards. Adopting a descriptive qualitative approach within a post-positivist paradigm, it employs the Government Public Relations theory and Thomas L. Harris's PENCILS model comprising Publication, Event, News, Community Involvement, Identity Media, Lobbying and Negotiation, and Social Responsibility as the primary analytical framework. Data were collected through in-depth interviews, document analysis, and direct observation, then interpreted using Lasswell's communication model and the relationship management theory developed by Strömbäck and Kiousis. The findings reveal five key stages in the Ministry's communication strategy: audience mapping, message formulation, technical planning, collaborative execution, and post-event evaluation. Among the PENCILS elements, event and publication emerged as the most prominent, while community involvement and lobbying were utilized less effectively. Overall, the strategy contributed to raising public awareness of green industry principles and strengthening ties between the government and industrial stakeholders. Nevertheless, sustaining two-way communication and enhancing public engagement after the event remain areas for further development.
