Abstract

Schedule delays and cost overruns remain persistent in the construction phase of Indonesian oil-and-gas megaprojects, notably the Revitalisation of the Residual Catalytic Cracking (RCC) unit in Balongan. This study evaluates and optimises the effectiveness of the ad-hoc Execution Centre Communication (ECC), which operates as the project’s coordination hub, by integrating the Analytic Hierarchy Process (AHP) with Importance–Performance Analysis (IPA). Quantitative data were collected from 53 ECC practitioners via a Likert-scale questionnaire, complemented by pairwise-comparison matrices completed by five experts with ≥ 15 years of EPC experience. The AHP achieved a Consistency Ratio of 0.74 % (≤ 10 %), confirming judgement reliability. AHP prioritised five communication criteria: Information Accuracy (weight = 0.375), Response Time (0.215), Stakeholder Alignment (0.215), Role Clarity (0.121), and Technology & Infrastructure (0.074). These weights were applied as derived importance scores in the IPA, which positioned Information Accuracy and Stakeholder Alignment in Quadrant I (Concentrate Here), indicating high importance but below-average performance (mean scores 3.05 and 2.95, respectively, on a 5-point scale). Immediate recommendations include deploying a single-source-of-truth dashboard, instituting weekly data audits, and establishing regular cross-functional alignment forums, while medium-term initiatives comprise full dashboard–ERP integration and appointment of inter-department liaison officers. The findings confirm that improving field-data accuracy and stakeholder alignment are the most potent levers for enhancing ECC effectiveness and, by extension, overall project performance. The combined AHP–IPA framework proves to be a robust prescriptive tool for data-driven prioritisation in comparable oil-and-gas megaprojects. Keywords: Execution Centre Communication, AHP, IPA, information accuracy, oil-and-gas megaprojects Keterlambatan dan pembengkakan biaya masih menjadi isu laten pada fase konstruksi megaproject minyak dan gas di Indonesia, salah satunya pada proyek Revitalisasi Residual Catalytic Cracking (RCC) Balongan. Untuk menekan deviasi kinerja, tesis menganalisis efektivitas Execution Centre Communication (ECC)—sebuah organisasi ad-hoc yang berfungsi sebagai hub koordinasi—mengintegrasikan Analytic Hierarchy Process (AHP) dan Importance–Performance Analysis (IPA). Survei kuantitatif dilakukan terhadap 53 responden lintas-fungsi (owner, EPC, regulator) yang terlibat langsung di ECC, dilengkapi matriks perbandingan-berpasangan oleh lima pakar berpengalaman ≥ 15 tahun. Validitas AHP tercapai dengan Consistency Ratio 0,74 % (≤ 10 %). Hasil AHP memprioritaskan lima kriteria komunikasi: Information Accuracy (bobot = 0,375), Response Time (0,215), Stakeholder Alignment (0,215), Role Clarity (0,121), dan Technology & Infrastructure (0,074). Bobot tersebut digunakan sebagai derived importance pada analisis IPA. Pemetaan IPA menempatkan Information Accuracy dan Stakeholder Alignment pada Kuadran I (Concentrate Here), menandakan keduanya sangat penting namun berkinerja di bawah rata-rata (skor kinerja masing-masing 3,05 dan 2,95 pada skala 1–5). Atribut Response Time berada di Kuadran II (Keep Up the Good Work), sedangkan Role Clarity dan Technology & Infrastructure tergolong prioritas rendah atau possible overkill. Temuan menyimpulkan bahwa akurasi data lapangan dan keselarasan pemangku kepentingan merupakan pengungkit terbesar untuk meningkatkan efektivitas ECC dan, secara implisit, kinerja proyek. Implementasi single-source-of-truth dashboard, audit data mingguan, serta forum konsolidasi lintas fungsi direkomendasikan sebagai quick wins berdaya ungkit tinggi. Studi ini memvalidasi pendekatan AHP–IPA sebagai alat preskriptif untuk perbaikan komunikasi proyek dan menyediakan kerangka prioritas yang siap diadopsi pada megaproject O&G serupa.
