Abstract
Kota Bambu Utara Village is one of the government agencies used to carry out various business processes and provide services to the community. However, Kota Bambu Utara Village does not yet have several integrated information technology systems to support these business processes. Currently, the service process still relies heavily on conventional tools such as ledgers and utilizes software such as Microsoft Word and Excel, which are limited in supporting the needs of data integration between work units and service efficiency. This study aims to design an enterprise architecture and information technology that is aligned with the business needs of Kota Bambu Utara Village through the TOGAF ADM (Architecture Development Method) approach. As a crucial initial step, the Business Process Reengineering (BPR) approach is applied to conduct a comprehensive evaluation and overhaul of business processes. BPR is used to identify weaknesses in existing work processes and redesign business flows to be more efficient, digital, and integrated without the need to change the existing organizational structure. The architectural design process is carried out by following the five initial stages of TOGAF ADM, namely Preliminary, Architectural Vision, Business Architecture, Information System Architecture, and Technology Architecture. The blueprint resulting from this research is expected to provide solutions to improve operational efficiency, transparency, and the quality of public services in the Kota Bambu Utara sub-district. This will support more effective and efficient governance. Keywords: Business Process Reengineering, Enterprise Architecture, TOGAF ADM Kelurahan Kota Bambu Utara merupakan salah satu instansi pemerintah yang digunakan untuk melaksanakan berbagai proses bisnis dan memberikan pelayanan kepada masyarakat, Namun, Kelurahan Kota Bambu Utara belum memiliki beberapa sistem teknologi informasi yang terintegrasi untuk mendukung proses bisnis tersebut. Saat ini, proses pelayanan masih banyak mengandalkan alat konvensional seperti buku besar dan memanfaatkan perangkat lunak seperti Microsoft Word dan Excel, yang terbatas dalam mendukung kebutuhan integrasi data antar unit kerja dan efisiensi layanan. Penelitian ini bertujuan untuk merancang arsitektur enterprise dan teknologi informasi yang selaras dengan kebutuhan bisnis Kelurahan Kota Bambu Utara melalui pendekatan TOGAF ADM (Architecture Development Method). Sebagai langkah awal yang krusial, diterapkan pendekatan Business Process Reengineering (BPR) untuk melakukan evaluasi serta perombakan proses bisnis secara menyeluruh. BPR digunakan guna mengidentifikasi kelemahan dalam proses kerja yang ada dan mendesain ulang alur bisnis agar lebih efisien, digital, dan terintegrasi tanpa perlu mengubah struktur organisasi yang telah ada. Proses perancangan arsitektur dilakukan dengan mengikuti lima tahapan awal TOGAF ADM, yaitu Preliminary, Visi Arsitektur, Arsitektur Bisnis, Arsitektur Sistem Informasi, dan Arsitektur Teknologi. Blueprint yang dihasilkan dari penelitian ini diharapkan dapat menjadi solusi untuk meningkatkan efisiensi operasional, transparansi, serta kualitas pelayanan publik di Kelurahan Kota Bambu Utara.
