Abstract
This study analyzes the impact of change orders on cost overrun and time overrun in toll road projects in Indonesia, specifically focusing on 20 projects carried out between 2015 and 2023. Factors such as delays in land acquisition, design changes, and unclear contracts are identified as the main causes of change orders. The study aims to identify the primary causes and their impacts on project costs and timelines. The methodology used is a mixed-methods approach, with primary data collected through interviews and secondary data from project documentation. The research findings show an average cost overrun of 11.56%, with a minimum value of -5% and a maximum of 64%. Meanwhile, the average time overrun for the projects is 47.77%, with a minimum of 0% and a maximum of 158%. This study recommends that project management be more proactive in planning and managing changes to minimize the negative impacts on project costs and completion times. Penelitian ini menganalisis pengaruh perubahan pekerjaan (change order) terhadap Cost Overrun dan Time Overrun pada proyek jalan tol di Indonesia, khususnya pada 20 proyek yang berlangsung antara 2015 hingga 2023. Faktorfaktor seperti keterlambatan pembebasan lahan, perubahan desain, dan ketidakjelasan kontrak menjadi penyebab utama terjadinya change order. Penelitian ini bertujuan untuk mengidentifikasi penyebab utama dan dampaknya terhadap biaya serta waktu proyek. Metodologi yang digunakan adalah pendekatan campuran (mixed-methods), dengan data primer melalui wawancara dan data sekunder dari dokumentasi proyek. Hasil penelitian menunjukkan rata-rata Cost Overrun sebesar 11,56 %, dengan nilai minimum -5% dan nilai maksimum 64%. Sementara itu, Time Overrun proyek rata-rata mencapai 47,77% dengan nilai minimum sebesar 0% dan nilai maksimum sebesar 158%. Penelitian ini menyarankan agar manajemen proyek lebih proaktif dalam merencanakan dan mengelola perubahan untuk meminimalisir dampak negatif terhadap biaya dan waktu penyelesaian proyek.
