Abstract
The development of information technology encourages the government to adopt an Electronic-Based Government System (EBS) to improve the quality of governance, service efficiency, and bureaucratic transparency. This study aims to evaluate the level of SPBE implementation at the Data and Information System Center (PUSDATIN) of the National Agency and formulate a strategy to strengthen governance based on PermenPANRB No. 59/2020. The evaluation was conducted on four main domains of SPBE: internal policies, governance, management, and services, with reference to 47 assessment indicators. The method used was a descriptive study with a quantitative approach through questionnaires, interviews, and documentation. The evaluation results showed an average index value of 3.91 on a scale of 5 which was categorized as “Very Good”. However, 14 indicators were found that had not reached the maximum score, especially in the SPBE management and services domain. A gap analysis was conducted to identify gaps between existing conditions and ideal conditions. Strengthening strategies were formulated using the People-Process-Technology (PPT) classification approach, which showed that the main challenges were in the people aspect, especially in strengthening human resources and digital leadership. The resulting recommendations include regular training, the preparation of policies and SOPs, and a regular monitoring system. Perkembangan teknologi informasi mendorong pemerintah untuk mengadopsi Sistem Pemerintahan Berbasis Elektronik (SPBE) guna meningkatkan kualitas tata kelola, efisiensi layanan, serta transparansi birokrasi. Penelitian ini bertujuan untuk mengevaluasi tingkat penerapan SPBE di Pusat Data dan Sistem Informasi (PUSDATIN) Badan Nasional serta merumuskan strategi penguatan tata kelola berdasarkan PermenPANRB No. 59 Tahun 2020. Evaluasi dilakukan terhadap empat domain utama SPBE: kebijakan internal, tata kelola, manajemen, dan layanan, dengan mengacu pada 47 indikator penilaian. Metode yang digunakan adalah studi deskriptif dengan pendekatan kuantitatif melalui pengisian kuesioner, wawancara, dan dokumentasi. Hasil evaluasi menunjukkan nilai indeks rata-rata sebesar 3,91 dari skala 5 yang dikategorikan "Sangat Baik". Namun, ditemukan 14 indikator yang belum mencapai skor maksimal, terutama pada domain manajemen dan layanan SPBE. Analisis gap dilakukan untuk mengidentifikasi kesenjangan antara kondisi eksisting dan kondisi ideal. Strategi penguatan dirumuskan dengan pendekatan klasifikasi People–Process–Technology (PPT), yang menunjukkan bahwa tantangan utama berada pada aspek people, terutama dalam penguatan SDM dan kepemimpinan digital. Rekomendasi yang dihasilkan meliputi pelatihan rutin, penyusunan kebijakan dan SOP, serta sistem monitoring berkala. Penelitian ini diharapkan dapat menjadi acuan dalam perbaikan berkelanjutan tata kelola SPBE serta memberikan kontribusi terhadap peningkatan layanan digital pemerintah yang efektif dan adaptif.
