Abstract
Digital transformation in government bureaucracy has driven fundamental changes in organizational culture. This research examines the experiences of employees at the Public Works and Spatial Planning Agency (DPUPR) of Tangerang City in adapting from a manual work system based on kinship to a digital system that demands efficiency and transparency. The objective of this study is to understand the changes in organizational culture, uncover the motives, and comprehend the adaptation experiences of DPUPR employees in the digital era. This research uses a qualitative method with the phenomenological approach of Alfred Schutz. Data was collected through indepth interviews with five informants: one employee from the Regional Secretariat and four employees from DPUPR of Tangerang City (two from Gen X, two millennials). The results show significant changes at the level of artifacts (digital work tools) and values (a transition from "PRIMA" to "BerAKHLAK"). The adaptation motives differ based on seniority. Senior employees are driven by managerial responsibility and a desire to leave a legacy, while junior/middle-level employees are motivated by systemic demands, work efficiency, and competency development. The adaptation experience also varies: senior employees perceive it as a managerial responsibility, whereas junior employees see it as a technical and personal process, often acting as a "social bridge" between generations. In conclusion, digital cultural adaptation at DPUPR is a complex process influenced by the dynamics of motivation and intergenerational experiences, rather than merely technological implementation. Penelitian ini mengkaji pengalaman pegawai Dinas Pekerjaan Umum dan Penataan Ruang (DPUPR) Kota Tangerang dalam mengadaptasi perubahan dari sistem kerja manual yang berbasis kekeluargaan menjadi sistem digital yang menuntut efisiensi dan transparansi. Tujuan penelitian ini adalah untuk mengetahui perubahan budaya organisasi, mengungkap motif, dan memahami pengalaman adaptasi pegawai DPUPR di era digital. Penelitian ini menggunakan metode kualitatif dengan pendekatan fenomenologi Alfred Schutz. Data dikumpulkan melalui wawancara mendalam dengan lima orang informan: satu pegawai Sekretariat Daerah, empat pegawai DPUPR Kota Tangerang (dua pegawai generasi x, dua pegawai generasi milenial. Hasil penelitian menunjukkan perubahan signifikan pada level artefak (sarana kerja digital) dan nilai (transisi dari "PRIMA" ke "BerAKHLAK"). Motif adaptasi pegawai berbeda berdasarkan senioritas. Pegawai senior didorong oleh tanggung jawab manajerial dan keinginan meninggalkan warisan (legacy), sementara pegawai junior/menengah dimotivasi oleh tuntutan sistem, efisiensi kerja, dan pengembangan kompetensi. Pengalaman adaptasi pun berbeda: pegawai senior menghayatinya sebagai tanggung jawab manajerial, sedangkan pegawai junior sebagai proses teknis dan personal, seringkali berperan sebagai "jembatan" sosial antar generasi. Kesimpulannya, adaptasi budaya digital di DPUPR merupakan proses kompleks yang dipengaruhi oleh dinamika motivasi dan pengalaman antar-generasi yang berbeda, bukan sekadar implementasi teknologi.
