Abstract

This research aims to find out how communication management is carried out by the Protocol Sub-Division in managing the inauguration event of Café Difabis and disability services at the West Jakarta Mayor's Office in collaboration with DKI Jakarta Baznas (BAZIS). Based on George R. Terry's communication management theory with the Fact Finding and POAC (Planning, Organizing, Actuating, Controlling) models, this research uses a post-positivism paradigm, qualitative in nature with descriptive methods. The research subjects were employees of the West Jakarta Mayor's Protocol Subdivision as event managers and consumers of Café Difabis, equipped with documentation as secondary data. The research results show that protocol members have carried out communication management and managed events well. The fact-finding process was carried out through a Baznas report regarding the lack of employment opportunities for people with disabilities. Furthermore, Baznas collaborated with the Mayor of West Jakarta to inaugurate the Difabis Café and Disability Services. Careful planning and preparation for 4 months was carried out, including the appointment of a PIC as a form of organizing. Coordination and communication between teams during the event was carried out via WhatsApp group chat and in person. The event went well and received praise from Mrs. PJ Governor, even though there was a little miscommunication. Supervision is carried out before, during and after the event to ensure it runs smoothly without chaos. An internal evaluation of all members of the Protocol Subdivision was also carried out to determine the advantages and disadvantages of holding this inauguration event. Keywords: Communication Management, Organization Communication, Government Public Relations, Event Penelitian ini bertujuan untuk mengetahui bagaimana manajemen komunikasi yang dilakukan oleh Sub Bagian Protokol dalam mengelola event peresmian Café Difabis dan layanan disabilitas di Kantor Walikota Jakarta Barat yang berkolaborasi dengan Baznas (BAZIS) DKI Jakarta. Didasarkan pada teori manajemen komunikasi dari George R. Terry dengan model Fact Finding dan POAC (Planning, Organizing, Actuating, Controlling), penelitian ini menggunakan paradigma post-positivisme, bersifat kualitatif dengan metode deskriptif. Subjek penelitian adalah pegawai Sub Bagian Protokol Walikota Jakarta Barat sebagai pengelola event serta konsumen Café Difabis, dilengkapi dengan dokumentasi sebagai data sekunder. Hasil penelitian menunjukkan bahwa anggota protokol telah menjalankan manajemen komunikasi dan memanage event dengan baik. Dimulai dengan proses pencarian fakta dilakukan melalui laporan Baznas mengenai kurangnya lapangan pekerjaan untuk penyandang disabilitas. Selanjutnya, Baznas berkolaborasi dengan Walikota Jakarta Barat untuk meresmikan Café Difabis dan Layanan Disabilitas. Perencanaan dan persiapan matang selama 4 bulan dilakukan, termasuk penunjukan PIC sebagai bentuk pengorganisasian. Koordinasi dan komunikasi antar tim selama pelaksanaan acara dilakukan melalui group chat WhatsApp dan secara langsung. Acara berjalan dengan baik dan mendapat pujian dari Ibu PJ Gubernur, meski terdapat sedikit miskomunikasi. Pengawasan dilakukan sebelum, saat, hingga setelah acara untuk memastikan kelancaran tanpa chaos. Evaluasi internal kepada seluruh anggota Sub Bagian Protokol juga dilakukan untuk mengetahui kelebihan dan kekurangan penyelenggaraan acara peresmian ini.
