Abstract

The implementation of Large-Scale Social Restrictions (PSBB) as a government effort to prevent the spread of the COVID-19 virus has an impact on community service activities. One of them is community service activities organized by the village government, both administrative services and services in the form of information. Previous research has tried to design a community service application to provide convenience for village governments in carrying out service activities using the waterfall method. However, this method has weaknesses in designing or developing the system, including the developer must really know the needs of users and the system in detail to avoid mistakes at a later stage. From these problems, in this study we intend to build a community service system called "Village Service Application" by applying the waterfall method and Soft System Methodology (SSM). SSM is a model used in modeling and analyzing systems. In the process, SSM has seven stages that must be carried out. The results of this study are expected to be a solution for the village government in carrying out service activities, so that the village government is able to provide optimal services to the community, both during and after the COVID-19 virus pandemic. Keywords: Community Service, SSM, Pandemic, Waterfall Penerapan Pembatasan Sosial Berskala Besar (PSBB) sebagai upaya pemerintah dalam mencegah penyebaran virus COVID-19 memberikan dampak terhadap kegiatan pelayanan masyarakat. Salah satunya adalah kegiatan pelayanan masyarakat yang diselenggarakan oleh pemerintah desa, baik pelayanan administrasi maupun pelayanan dalam bentuk informasi. Penelitian sebelumnya telah mencoba merancang sebuah aplikasi pelayanan masyarakat untuk memberikan kemudahan bagi pemerintah desa dalam melaksanakan kegiatan pelayanan dengan menggunakan metode waterfall. Akan tetapi, metode tersebut memiliki kelemahan dalam merancang atau mengembangkan sistem, diantaranya adalah pengembang harus benar-benar mengetahui kebutuhan users dan sistem secara detail untuk menghindari kesalahan pada tahapan selanjutnya. Dari permasalahan tersebut, pada penelitian ini kami bermaksud untuk membangun sebuah sistem pelayanan masyarakat yang bernama “Aplikasi Pelayanan Desa” dengan menerapkan metode waterfall dan Soft System Methodology (SSM). SSM merupakan sebuah model yang digunakan dalam memodelkan dan menganalisis sistem. Dalam prosesnya, SSM memiliki tujuh tahapan yang harus dilakukan. Hasil dari penelitian ini diharapkan dapat menjadi solusi bagi pemerintah desa dalam melaksanakan kegiatan pelayanan, sehingga pemerintah desa mampu memberikan pelayanan secara optimal kepada masyarakat, baik disaat dan setelah pandemic virus COVID-19.
