Abstract
The construction of the Base Transceiver Station (BTS) tower is part of the USO BAKTI Kominfo program of the project to provide 4G services in 7,904 villages in the 3T (Frontier, Remote and Disadvantaged) category. The discovery of the phenomenon of delays in the Bakti Kominfo telecommunications tower construction project is a major problem that is currently being widely discussed by the public, just as researchers have found that occurred in projects already run by PT. ABC consists of 51 village locations divided into regions (Sumatra, Kalimantan, Maluku). After conducting further analysis of the Detail Summary Sitelist PT. ABC with the construction of telecommunications towers in 51 village locations. As for the results of the sitelist analysis that has completed the construction stage with the final result achieved, it can be seen that there are 13 village locations that were built faster with a maximum duration of 26 days than the target given by the client. Furthermore, the results of the sitelist analysis that have completed the development stage with the final result Delayed can be seen, there are 38 village locations that have development delays with a maximum duration of -199 days from the target given by the client of 60 days. It can be concluded that the performance productivity and implementation of management carried out by the PT Resource Team. ABC is still not optimal and is considered late in completing the construction of the BTS tower. By conducting this research, it can be concluded that the implementation of Organizational Management requires (readiness in terms of a good company organizational structure) and has a work coordination process flow both vertically and horizontally in a structured manner from the beginning of the implementation of the development project to the end of the completion of the telecommunications tower, so that it has an effect on time performance. faster and becomes a proposed solution for implementing Management Planning, Organizing, Actuating and Controlling. Keywords: Telecommunication Tower, Planning, Organizing, Actuating and Controlling Pembangunan menara Base Transceiver Station (BTS) merupakan bagian program USO BAKTI Kominfo dari proyek penyediaan layanan 4G di 7.904 desa yang masuk kategori 3T (Terdepan, Terpencil, dan Tertinggal). Terjadinya temuan fenomena keterlambatan pada proyek pembangunan menara telekomunikasi Bakti Kominfo menjadi masalah utama yang sedang ramai diperbincangkan publik, sama halnya seperti yang peneliti telah temukan terjadi pada proyek sudah dijalankan oleh PT. ABC sebanyak 51 lokasi desa yang terbagi di wilayah (Sumatera, Kalimantan, Maluku). Setelah melakukan analisis lebih lanjut dari Detail Summary Sitelist PT. ABC dengan jumlah pembangunan menara telekomunikasi sebanyak 51 lokasi desa. Adapun hasil analisis sitelist yang sudah selesai tahapan pembangunan dengan hasil akhir Achieved dapat dilihat, terdapat 13 lokasi desa yang terbangun lebih cepat dengan durasi maximum 26 hari dari target yang telah diberikan oleh client. Selanjutnya hasil analisis sitelist yang sudah selesai tahapan pembangunan dengan hasil akhir delayed dapat dilihat, terdapat 38 lokasi desa yang memiliki hasil keterlambatan pembangunan dengan durasi maximum -199 hari dari target yang telah diberikan oleh client selama 60 hari. Dapat disimpulkan bahwa produktifitas kinerja dan penerapan manajemen yang telah dilakukan oleh Resource Team PT. ABC masih kurang maksimal dan dinilai terlambat dalam menyelesaikan pembangunan menara telekomunikasi. Dengan melakukan penelitian ini dapat disimpulkan bahwa penerapan management organizing membutuhkan (kesiapan secara struktur organisasi perusahaan yang baik) dan memiliki alur proses koordinasi pekerjaan baik secara vertical maupun horizontal secara terstruktur dari awal pelaksanaan pembangunan project sampai dengan akhir penyelesaian menara telekomunikasi, sehingga berpengaruh terhadap kinerja waktu lebih cepat dan menjadi usulan solusi penerapan Manajemen Planning, Organizing, Actuating dan Controlling.
