Abstract

This research aims to find Public Relations socialization activities on TVRI Jakarta in switching of Analog TV to Digital TV. This research used descriptive qualitative method. The paradigm used in this research is constructivist paradigm, using case research approach. Data collection techniques used interview techniques with key informants, observations, documentation, and relevant literature sources. The researcher used conceptual theory by Romli' of organizational communication theory which consists of two groups, namely formal groups and informal groups. This research result shown that the socialization activity of changing Analog TV to Digital TV by TVRI Public Relations (PR) was carried out on the basis of Law no. 11/2020 concerning Job Creation on November 2, 2022. TVRI’s PR divided into two divisions, Public Relations division and Business Development (PU) division. These two divisions have difference own roles for socializing activities in switching of Analog TV to Digital TV (ASO). Furthermore, the results of this research found that the role and function of Public Relations in the TVRI Public Relations division had not fully run optimally due to several internal management factors some time ago. On the other hand, PU division performs the role and function of Public Relations in the form of socialization as well as a promotion. Those aims to increase effectiveness of switching of Analog TV to Digital TV socialization for all levels of Indonesian society. Keywords : Public Relations Activities, Socialization, Analog Switch Off (ASO), Organization Communication, Public Relations Penelitian ini bertujuan untuk mengetahui tentang aktivitas sosialisasi Humas di TVRI Jakarta. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Paradigma yang digunakan dalam penelitian ini adalah paradigma konstruktivis pendekatan studi kasus. Teknik pengumpulan data menggunakan teknik wawancara dengan key informan, observasi, dokumentasi, dan sumber literatur yang relevan. Dalam penelitian ini, peneliti menggunakan teori komunikasi organisasi oleh Romli yang terdiri dari dua kelompok yaitu kelompok formal dan kelompok informal. Hasil penelitian ini menunjukan bahwa aktivitas sosialisasi perubahan TV Analog menjadi TV Digital oleh Humas TVRI dilakukan dengan dasar Undang-Undang no. 11/2020 tentang Cipta Kerja pada tanggal 2 November 2022. Humas di TVRI terdapat di dalam dua divisi yaitu divisi Humas dan divisi Pengembangan Usaha (PU). Kedua divisi memiliki peran berbeda dalam aktivitas sosialisasi perubahan TV Analog menjadi TV Digital (ASO). Hasil penelitian ini juga menemukan bahwa peran dan fungsi Humas pada divisi Humas TVRI belum sepenuhnya berjalan maksimal dikarenakan beberapa faktor internal manajemen beberapa waktu lalu. Disisi lain, divisi PU melakukan peran dan fungsi Humas dalam bentuk sosialisasi sekaligus sebuah promosi. Hal tersebut dilakukan guna meningkatkan keefektifan perubahan TV Analog menjadi TV Digital kepada seluruh lapisan masyarakat Indonesia.
