Abstract

Project delays are caused by several factors originating from the Contractor, Owner, and other than both parties. Such as waktu which is an important aspect in project management besides cost and quality. A project must have a duration or deadline that must be completed. Likewise, with the construction project of Rukan Amsterdam Beach View Pantai Indah Kapuk - North Jakarta, there is a deviation from the actual progress with the actual progress of the implementation of the planning May 15, 2022 - March 15, 2023 caused by several factors including design changes, labor shortages, material delays. This study aims to determine the factors that affect the delay in the completion of the Rukan Amsterdam Beach View Pantai Indah Kapuk project - North Jakarta. The methods used in this study are validity tests, reliability tests, impact indexes, frequency indexes, and importance indexes, then determine the level of risk using the risiko matrix. Then risk mitigation is carried out at the level of risk that has been obtained and allocated ownership and risk to project stakeholders. From the results of the analysis, 5 factors and 10 variables were obtained that affect the delay of the Amsterdam Beach View Rukan Project Pantai Indah Kapuk - North Jakarta where the situation factor has 2 variables, the management factor has 1 variable, the scope factor of the contract or document has 2 variables, the material factor has 3 variables, the equipment factor has 2 variables. The most dominant delay factor is the design change (X8). Keywords: Project delay, SPSS, level of risk, risk mitigation, risk ownership Keterlambatan proyek disebabkan oleh beberapa faktor yang berasal dari Kontraktor, Owner, dan selain kedua belah pihak. Seperti waktu yang merupakan aspek penting dalam manajemen proyek disamping biaya dan kualitas. Sebuah proyek pasti memiliki durasi atau batas waktu yang harus diselesaikan. Begitupun dengan proyek pembangunan Rukan Amsterdam Beach View Pantai Indah Kapuk - Jakarta Utara ini adanya deviasi penurunandari aktual progres dengan aktual progres perencanaan 15 Mei 2022 – 15 Maret yang disebabkan oleh beberapa faktor diantaranya adalah perubahan design, kekurangan tenaga kerja, keterlambatan material. Penelitian ini bertujuan untuk untuk mengetahui faktor-faktor yang mempengaruhi keterlambatan penyelesaian proyek Rukan Amsterdam Beach View Pantai Indah Kapuk - Jakarta Utara. Metode yang digunakan dalam penelitian ini yaitu uji validitas, uji reliabilitas, indeks dampak, indeks frekuensi, dan indeks kepentingan, kemudian menentukan level risiko menggunakan matriks risiko. Lalu dilakukan mitigasi risiko pada level risiko yang telah diperoleh serta dialokasikan kepemilikan risiko pada stakeholder proyek. Dari hasil analisis diperoleh 5 faktor dan 10 variabel yang mempengaruhi keterlambatan Proyek Rukan Amsterdam Beach View Pantai Indah Kapuk - Jakarta Utara yang dimana faktor situasi memiliki 2 variabel, faktor manajemen memiliki 1 variabel, faktor lingkup kontrak atau dokumen memiliki 2 variabel, faktor bahan memiliki 3 variabel, faktor peralatan memiliki 2 variabel. Faktor keterlambatan paling dominan adalah perubahan desain (x8). Kata kunci: Keterlambatan Proyek, SPSS, level risiko, mitigasi risiko, kepemilikan risiko
