Abstract
Businesses and industries must modify their organizations in response to the challenges of a pandemic. Strategic efforts to survive are not solely on the production and logistics side, but must be improved in all activities within the organization. This research was conducted to see the performance of an organization of electro-medical assembly industry in Indonesia, which in 2020 experienced a surge in demand but at the same time faced obstacles in limiting social activities due to the pandemic. The evaluation was carried out using seven variables from the Malcolm Baldrige Criteria for Performance Excellence (MBCfPE) which were elaborated into 43 indicators of organizational performance.Weaknesses and strengths of organizational performance were sharpened through focus group discussions with experts under Delphi approaching and ended with a performance improvement solution based on risk priority numbers (RPN) of the Failure Mode and Effect Analysis method. Operational Criteria has the highest Delphi consensus result of 91%. FMEA obtained the highest RPN is 567 and 432 respectively for national standard implementation in particular product and preparing operational scheme for emergency condition like the Cov-19 pandemic. This study contributes to Indonesian research that combines Baldrige performance measurement, Delphi consensus and FMEA. Keywords: Performance excellence, Baldrige criteria, MBCfPE, Delphi, FMEA Bisnis dan industri harus mengubah organisasi mereka dalam menanggapi tantangan pandemi. Upaya strategis untuk bertahan tidak hanya pada sisi produksi dan logistik saja, tetapi harus ditingkatkan dalam semua aktivitas di dalam organisasi. Penelitian ini dilakukan untuk melihat kinerja organisasi industri perakitan elektromedik di Indonesia yang pada tahun 2020 mengalami lonjakan permintaan namun sekaligus menghadapi kendala dalam pembatasan kegiatan sosial akibat pandemi. Evaluasi dilakukan dengan menggunakan tujuh variabel dari Malcolm Baldrige Criteria for Performance Excellence (MBCfPE) yang dijabarkan ke dalam 43 indikator kinerja organisasi. Kelemahan dan kekuatan kinerja organisasi dipertajam melalui diskusi kelompok terfokus dengan para ahli menghasilkan matriks Delphi dan diakhiri dengan solusi peningkatan kinerja berdasarkan risk priority number (RPN) dari metode Failure Mode and Effect Analysis (FMEA). Kriteria Operasional memiliki hasil konsensus Delphi tertinggi sebesar 91%. FMEA menghasilkan RPN tertinggi di nilai 567 dan 432 masingmasing untuk penerapan standar nasional khususnya pada produk yang dihasilkan serta diperlukannya skema operasional untuk kondisi darurat seperti saat pandemik Covid-19. Studi ini berkontribusi pada penelitian Indonesia yang menggabungkan pengukuran kinerja Baldrige, konsensus Delphi dan FMEA. Kata Kunci: Performance excellence, Baldrige, MBCfPE, Delphi, FMEA
