Abstract

Indonesia is geographically an archipelago with two-thirds of the ocean, located between two continents and two oceans, making Indonesia an important route for international trade. In addition to this strategic position, Indonesia has a diversity of maritime potential, abundant natural resources, which can contribute to the welfare and prosperity of the Indonesian people. But the geographical location will have a detrimental impact if Indonesia does not have a maritime defence strategy that is tailored to the development of the strategic environment both globally, regionally and nationally. So that analytical tools are needed in determining maritime defence strategies, namely by swot analysis (Strength Weakness Opportunity Threats) method in the form of analysis of strengths, weaknesses, opportunities and constraints or threats. While to achieve the efficiency and effectiveness of the implementation of the strategy that has been chosen, the appropriate analysis of the needs of the equipment is carried out using the AHP (Analysis Hierarchy Process) method. The analysis of maritime defence strategy formulation through SWOT analysis is a defence diplomacy strategy in the form of cooperation with other countries. While the main tools of defence system selected in order to support the operational strategy of maritime defence is a type B warship from Astina country according to the results of the AHP analysis Keywords: strategy, maritime defence, main tools of defence systems, SWOT analysis, AHP. Indonesia secara geografis merupakan sebuah negara kepulauan dengan dua pertiga wilayah berupa lautan, berada diantara dua benua dan dua samudera, menjadikan Indonesia sebagai jalur penting perdagangan internasional. Selain posisi strategis tersebut, Indonesia memiliki keberagaman potensi maritim, sumber daya alam yang melimpah, yang dapat memberikan kontribusi bagi kesejahteraan dan kemakmuran rakyat Indonesia. Namun letak geografis tersebut akan memberikan dampak merugikan apabila Indonesia tidak memiliki strategi pertahanan maritim yang disesuaikan dengan perkembangan lingkungan strategis baik global, regional maupun nasional. Sehingga diperlukan tools analisis yang digunakan dalam penentuan strategi pertahanan maritim tersebut, yaitu dengan metode SWOT analysis (Strength Weakness Opportunity Threats) berupa analisa terhadap kekuatan, kelemahan, peluang dan kendala atau ancaman. Sedangkan guna tercapainya efisiensi dan efektivitas pelaksanaan strategi yang telah dipilih, maka dilaksanakan analisis kebutuhan alutsista yang tepat dengan menggunakan metode AHP (Analysis Hierarchy Process). Adapun hasil analisis perumusan strategi pertahanan maritim melalui SWOT analysis adalah strategi diplomasi bidang pertahanan dalam bentuk kerjasama dengan negara-negara lain. Sedangkan Alutsista yang terpilih dalam rangka mendukung strategi operasional pertahanan maritim adalah kapal perang type B dari negara Kurawa sesuai hasil analisis AHP.
