Abstract

Domestic Component Level (TKDN) is the percentage of the input value of domestically produced components. ASEAN countries agreed on the AEC economic policy in early 2016. Therefore, the government introduced TKDN to protect domestic workers and products. However, there are still many employees in the Procurement Planning section and the Procurement Implementation Committee as well as domestic goods and service providers who do not understand the importance of TKDN. PT. TLS, an experienced construction service provider, participated in an open auction at the West Java LPSE for the Cianjur Regency Alun-alun Arrangement construction project. In this auction, the TKDN form has been applied as a document requirement that must be prepared. TKDN of goods must be calculated to obtain price preferences and incentives for domestic products in the selection of service providers. In calculating the Domestic Component Level (TKDN), the researcher uses the calculation of the work unit price analysis (AHSP), then performs the final calculation with HEA (Final Evaluation Results), and performs the final calculation, namely calculating the percentage of the Domestic Component Level (TKDN) of goods for obtain the contents of the Domestic Component Level (TKDN) of Goods in accordance with the provisions of the requirements in the tender selection document. In this TKDN calculation, the results of the Final Evaluation Results (HEA) were obtained for a total cost of Rp. 4,210,201,208.03, of the total production cost of Rp. 10,429,554,435.68 and the percentage of TKDN is 40.37%. Keywords : TKDN, AHSP, HEA, Preference, Goods Tingkat Komponen Dalam Negeri (TKDN) adalah persentase nilai isian komponen produksi dalam negeri. Negara-negara ASEAN menyepakati kebijakan ekonomi MEA pada awal tahun 2016. Oleh karena itu, pemerintah memperkenalkan TKDN untuk melindungi tenaga kerja dan produk dalam negeri. Namun, masih banyak karyawan di bagian Perencanaan Pengadaan dan Panitia Pelaksana Pengadaan serta penyedia barang dan jasa dalam negeri yang belum memahami pentingnya TKDN. PT. TLS, sebuah perusahaan penyedia jasa konstruksi yang sudah berpengalaman, ikut serta dalam lelang terbuka pada LPSE Jawa Barat untuk proyek konstruksi Penataan Alunalun Kabupaten Cianjur. Dalam lelang ini, formulir TKDN sudah diberlakukan sebagai syarat dokumen yang harus dipersiapkan. TKDN Barang harus dihitung untuk memperoleh preferensi harga dan insentif bagi produk dalam negeri pada pemilihan penyedia jasa. Dalam melakukan perhitungan Tingkat Komponen Dalam Negeri (TKDN), Peneliti menggunakan perhitungan analisa harga satuan pekerjaan (AHSP), kemudian melakukan perhitungan akhir dengan HEA (Hasil Evaluasi Akhir), serta melakukan perhitungan akhir yaitu perhitungan persentase Tingkat Komponen dalam Negeri (TKDN) Barang untuk memperoleh kandungan Tingkat Komponen Dalam Negeri (TKDN) Barang sesuai dengan ketentuan persyaratan di dalam dokumen pemilihan lelang. Pada perhitungan TKDN ini didapatkan hasil Hasil Evaluasi Akhir (HEA) sebesar total biaya Rp. 4.210.201.208,03, dari total biaya produksi sebesar Rp. 10.429.554.435,68.serta hasil persentase TKDN sebesar 40,37%.
