Abstract

The policy for calculating Domestic Component Level (TKDN) for combined goods and services at the DKI Jakarta auction participated by PT. MKI also requires the use of Final Evaluation Results (HEA) analysis to obtain price preferences which will later be evaluated for tender selection. There are several requirements regarding the use of goods TKDN certificates >25% and the highest preference for goods TKDN is 25%. However, many items of goods have not been registered on the P3DN website, so they do not have TKDN value certificates. So this study aims to find out the procedure for calculating TKDN for combined goods and services in the Cempaka Putih UPPPD building construction project in the DKI Jakarta auction. The procedure for calculating TKDN for combined goods and services is guided by the Regulation of the Minister of Industry Number: 16/M-IND/PER/2/2011. This research method uses quantitative analysis methods, assisted by a work unit price calculation system (AHSP), as well as guidelines for calculating the domestic component level (TKDN) of combined goods and services. By using data in the form of Budget Plans (RAB) and DKI Jakarta Provincial government tender documents from service providers, as well as secondary data collected from various sources such as journals, books, articles and RI Ministry of Industry Regulation Number: 16/MIND/PER/2/2011 then the TKDN calculation process is then carried out in accordance with the TKDN submission formulation in the tender selection document. The results of the study showed that the TKDN Final Evaluation Results (HEA) for a combination of goods and services in the construction project of the UPPPD Cempaka Putih Building in structural work received a yield of Rp. 4,616,514,163.24 from Rp. 6,049,458,421.11 which means that the combined TKDN percentage obtained is 76.31%. In the structural work there is a work component that produces the highest percentage of TKDN, namely pile work of 78.15% and also work of steel roof truss which produces the smallest percentage of TKDN of 72.89%. As well as several factors causing the small percentage of TKDN, namely there are work items that are not specified using AHSP, namely components of iron paint goods incl. zinchromate, as well as components that do not have TKDN certificate values, namely iron paint incl. zinchromate and fitting. alderon roof top cover. Keywords: AHSP, HEA, Building, TKDN Kebijakan dalam perhitungan Tingkat Komponen Dalam Negeri (TKDN) gabungan barang dan jasa pada lelang DKI Jakarta yang diikuti PT. MKI juga mengharuskan memakai analisis Hasil Evaluasi Akhir (HEA) untuk mendapatkan preferensi harga yang nantinya akan dievaluasi untuk seleksi lelang. Ada beberapa persyaratan mengenai pemakaian sertifikat TKDN barang >25% dan preferensi tertinggi untuk TKDN barang sebesar 25%. Namun banyak item barang yang belum terdaftar di website P3DN sehingga tidak memiliki sertifikat nilai TKDN. Maka penelitian ini bertujuan untuk mengetahui tata cara perhitungan TKDN gabungan barang dan jasa pada proyek pembangunan gedung UPPPD Cempaka Putih dalam lelang DKI Jakarta. Tata cara perhitungan TKDN gabungan barang dan jasa berpedoman pada Peraturan Menteri Perindustrian Nomor: 16/M-IND/PER/2/2011. Metode penelitian ini menggunakan metode analisis kuantitatif, dibantu dengan system perhitungan harga satuan pekerjaan (AHSP), serta pedoman perhitungan tingkat komponen dalam negeri (TKDN) gabungan barang dan jasa. Dengan menggunakan data berupa Rencana Anggaran Biaya (RAB) dan dokumen lelang pemerintah Provinsi DKI Jakarta dari penyedia jasa, serta data sekunder yang dikumpulkan dari berbagai sumber seperti jurnal, buku, artikel serta Peraturan Kemenperin RI Nomor: 16/MIND/PER/2/2011 maka selanjutnya dilakukan proses perhitungan TKDN sesuai dengan formulasi penyampaian TKDN dalam dokumen pemilihan lelang. Hasil dari penelitian menunjukkan bahwa Hasil Evaluasi Akhir (HEA) TKDN gabungan barang dan jasa pada proyek pembangunan Gedung UPPPD Cempaka Putih dalam pekerjaan struktur mendapatkan hasil sebesar Rp. 4.616.514.163,24 dari Rp. 6.049.458.421,11 yang berarti persentase TKDN gabungan yang diperoleh sebesar 76,31%. Pada pekerjaan struktur terdapat komponen pekerjaan yang menghasilkan persentase TKDN tertinggi yaitu pekerjaan tiang pancang sebesar 78,15% dan juga pekerjaan rangka atap baja yang menghasilkan persentase TKDN terkecil sebesar 72,89%. Serta beberapa faktor penyebab kecilnya persentase TKDN yaitu terdapat item pekerjaan yang tidak dirincikan mengunakan AHSP yaitu komponen barang cat besi incl. zinchromate, serta komponen yang tidak memiliki nilai sertifikat TKDN yaitu cat besi incl. zinchromate dan pas. penutup nok atap alderon.
