Abstract

The emergence of the novel coronavirus disease 2019 (COVID-19) at the end of 2019 has turned from an epidemic into a pandemic disaster in 2020 and has had a major impact on all sectors, especially construction. One of the impacts of the Covid-19 Pandemic on the construction sector is the construction of the Makassar-Parepare Railway, causing delays in the execution of work contracts, which varied between 6-22 months and increased costs for several work contracts. The purpose of this study is to determine the factors that affect the time performance of the project. The research method uses a quantitative method approach which is measured using a Likert scale, while qualitative is purposive/direct sampling. The sampling technique used was purposive sampling/direct sampling from the elements implementing the project. Then analyzed using the Relative Importance Index (RII) method. The results of this study obtained the 5 most influential factors in project time performance, namely: material scarcity/lack of supply, planning and scheduling disruptions, non-optimal equipment performance, sudden fluctuations in construction materials and delayed material supply/logistics problems. As for the 5 variables that have the most influence on cost performance, namely: increase in labor costs, delayed material supply, additional costs, additional costs for procuring public facilities to support the health protocol, and equipment costs have increased. Keywords:Covid-19, Railways, Relative Importance Index (RII), Likert Scale Munculnya novel coronavirus disease 2019 (COVID-19) pada akhir tahun 2019 telah berubah dari epidemi menjadi bencana pandemi pada tahun 2020 dan memberikan dampak yang besar pada seluruh sektor khususnya konstruksi. Salah satu dampak Pandemi Covid- 19 terhadap sektor kontruksi yaitu Pembangunan Jalan Kereta Api Makassar-Parepare, sehingga waktu pelaksanaan kontrak pekerjaan mengalami keterlambatan yang bervariasi antara 6-22 bulan dan kenaikan biaya pada beberapa kontrak pekerjaan. Tujuan dari penelitian ini adalah untuk mengetahui faktor-faktor yang mempengaruhi kinerja waktu proyek tersebut. Metode penelitian dengan pendekatan metode kuantitatif yang diukur menggunakan skala Likert, sedangkan kualitatif secara purposive sampling/langsung. Teknik sampling yang digunakan adalah sampling purposive sampling/langsung dari unsur- unsur pelaksana proyek. Kemudian dianalisis menggunakan metode Relative Importance Index (RII). Hasil dari penelitian ini diperoleh 5 Variabel yang paling berpengaruh dalam kinerja waktu proyek yaitu: Kelangkaan material/kekurangan pasokan, Gangguan Perencanaan dan penjadwalan, Kinerja Peralatan yang tidak optimal, Fluktuasi bahan konstruksi yang tiba-tiba dan Pasokan material tertunda/masalah logistik. Sedangkan untuk 5 faktor yang paling berpengaruh terhadap kinerja biaya, yaitu: kenaikan biaya upah tenaga kerja, pasokan material tertunda, adanya biaya tambahan, terjadinya penambahan biaya pengadaan saranan umum penunjang protokol Kesehatan, dan biaya peralatan mengalami peningkatan.
