Abstract

The development of a city is essentially caused by population increase, both natural increase and due to migration. In line with these changes, the increasing need for urban facilities and infrastructure also increases. However, in reality, housing procurement in urban areas is still very limited and difficult to solve, especially housing for low-income people. Fulfillment of housing needs is not only limited to houses that are on the ground but also houses that are structured as they are known by other names, Flats or Apartments. Flat or apartment is a residence in a multi-storey building complete with a family room, bedroom, kitchen, dining room and bathroom which is located on one floor. Especially for low-income people, the concept of energy-efficient flats is still the choice of the DKI Jakarta Regional Government in meeting the needs of decent housing for low-income people. Keywords: population, flats, energy saving and low income Perkembangan sebuah kota pada hakikatnya disebabkan oleh pertambahan penduduk baik pertambahan secara alami maupun karena migrasi. Sejalan dengan perubahan tersebut, maka peningkatan kebutuhan sarana dan prasarana perkotaan pun ikut bertambah. Namun, pada kenyataannya pengadaan rumah di daerah perkotaan masih sangat terbatas dan sulit dipecahkan terutama perumahan bagi masyarakat yang berpenghasilan rendah. Pemenuhan kebutuahn rumah tidak hanya terbatas pada rumah yang ada di atas tanah melainkan juga terdapat rumah tinggal yang tersusun seperti yang dikenal dengan naman lain Rumah Susun atau Apartemen. Rumah Susun atau Apartemen merupakan tempat tinggal suatu bangunan bertingkat yang lengkap dengan ruang keluarga, kamar tidur, dapur, ruang makan dan kamar mandi yang terletak pada satu lantai. Khusus untuk masyarakat berpenghasilan rendah, maka konsep rumah susun hemat energi masih menjadi pilihan Pemerintah Daerah DKI Jakarta dalam memenuhi kebutuhan hunian layak bagi masyarakat berpenghasilan rendah. Kata Kunci : penduduk, rumah susun, hemat energi dan berpenghasilan rendah
