Abstract

Pros and cons in the DPR regarding the Draf Law on Perppu related to the Handling of Covid-19, began to emerge since the initial issuance of the Perppu. After issuing the Perppu Covid-19 on March 31 2020, President Joko Widodo handed it over to the Indonesian Parliament. The persistence of political communication bt the the female legislator, namely the Chairperson of the DPR RI Puan Maharani, the bill which was initially controversial among legislators was finally enacted in a short time to become a law through the DPR Plenary Session. This study aims to reveal how female legislators, especially Puan Maharani, communicate, lobby and negotiate so that in a short time they gain the support of almost all factions, including the faction that initially opposed the Perppu being made into law. This study uses a qualitative approach. The method used is a case study and collects information through observation and in-depth interviews with informants. The results of the research show that Puan Maharan’s political communication which evokes empathy and the existence of mutually beneficial lobbying and negotiations succeeded in getting the bill to become law in a short time. Pro dan kontra di DPR RI terhadap Rancangan Undang-Undang Tentang Perppu terkait Penanganan Covid-19, mulai mengemuka sejak awal Perppu tersebut diterbitkan. Setelah menerbitkan Perppu Covid-19 pada tanggal 31 Maret 2020 itu, Presiden Joko Widodo menyerahkan kepada DPR RI. Kegigihan komunikasi politik yang dilakukan legislator perempuan yaitu Ketua DPR RI Puan Maharani, maka RUU yang awalnya menjadi kontroversi di kalangan legislator tersebut akhirnya dalam waktu yang singkat dapat ditetapkan menjadi Undang-Undang melalui Sidang Paripurna DPR. Penelitian ini bertujuan untuk mengungkap cara legislator perempuan terutama Puan Maharani melakukan komunikasi, lobi dan negosiasi sehingga dalam waktu singkat mendapat dukungan hampir semua fraksi termasuk fraksi yang awalnya menolak Perppu tersebut dijadikan Undang-undang. Penelitian ini menggunakan pendekatan kualitatif. Metode yang digunakan adalah studi kasus serta menggali informasi melalui observasi dan wawancara mendalam kepada informan. Hasil penelitian menunjukkan komunikasi politik Puan Maharani yang menimbulkan empati dan adanya lobi serta negosiasi yang saling menguntungkan berhasil menetapkan RUU tersebut menjadi undang-undang dalam waktu singkat.
