Abstract

The Saumata Suites Apartment project is a project with a total contract value of Rp. 55,000,000,000, - who experienced delays in their work. This project should have been completed within 12 months or 365 calendar days according to the work contract, but until now the project has not been completed. This research is expected to be useful especially for service users, service providers and parties directly related to construction project management, in order to know clearly how to control the causes of delays in project completion as a whole so that the project completion time can be completed according to the planned time and on time. In this study the author will examine the risks that cause delays in the implementation of this project to mitigate risks and find alternative solutions to problems that occur with the House Of Risk method developed by (Hadi and Budiawan 2016). This method is applied by analogy with risk as a delay event while still using the steps in the House Of Risk method which will later become the house of delay. .The results of this study are that the dominant risk that has the greatest impact on work delays in the Saumata Suites Apartment Project is inaccuracy in Budget elaboration, inappropriate estimation techniques and methods, incompetent human resources, lengthy permit approval process, disputes (differences of opinion) between project actors. Construction service companies that will carry out projects, should pay attention to inaccurate Budget translations with inappropriate estimation techniques and methods. Owners, service providers, and related utility stakeholders should build and improve communication and coordination problems between them to make it better because forming a strong teamwork is the most effective way, so that implementation can run well and be completed on time. As well as working on term reports in accordance with predetermined targets. Proyek Apartemen Saumata Suites ini merupakan proyek dengan jumlah nilai kontrak Rp. 55.000.000.000,- yang mengalami keterlambatan pada pekerjaannya. Proyek ini seharusnya dapat diselesaikan dalam waktu 12 Bulan atau 365 hari kalender sesuai kontrak kerja, namun sampai dengan saat ini proyek belum selesai. Penelitian ini diharapkan bermanfaat terutama bagi pengguna jasa, para penyedia jasa serta pihak-pihak yang terkait langsung dengan pengelolaan proyek konstruksi, agar mengetahui dengan jelas cara pengendalian penyebab keterlambatan penyelesaian proyek secara keseluruhan sehingga waktu penyelesaian proyek tersebut dapat selesai sesuai dengan waktu yang sudah direncanakan dan tepat waktu. Pada studi ini penulis akan meneliti risiko – risiko yang menyebabkan terjadinya keterlambatan dalam pelaksanaan proyek ini untuk untuk melakukan mitigasi risiko dan mencari solusi alternatif dari permasalahan yang terjadi dengan metode House Of Risk yang dikembangkan oleh (Hadi dan Budiawan 2016). Metode ini di aplikasikan dengan menganalogikan risiko sebagai kejadian keterlambatan dengan tetap menggunakan tahaptahap yang ada pada metode House Of Risk yang nantinya akan menjadi house of delay. .Hasil dari penelitian ini adalah Risiko dominan yang berdampak terhadap risiko paling besar atas keterlambatan pekerjaan pada Proyek Apartemen Saumata Suites adalah ketidak akuratan penjabaran Budget, teknik dan metode estimasi yang tidak tepat, SDM tidak memenuhi kompetensi, proses persetujuan izin yang bertele-tele, terjadi perselisihan (perbedaan pendapat) antara aktor proyek. Perusahaan jasa konstruksi yang akan melaksanakan proyek, hendaknya memperhatikan mengenai ketidak akuratan penjabaran Budget dengan dan teknik dan metode estimasi yang tidak tepat. Owner, penyedia jasa, dan stakeholder utilitas terkait hendaknya membangun dan memperbaiki masalah komunikasi dan koordinasi diantara mereka agar menjadi lebih baik karena membentuk sebuah teamwork yang kuat adalah cara paling efektif, sehingga pelaksanaan dapat berjalan dengan baik dan terselesaikan tepat waktu. Serta mengerjakan laporan termin sesuai dengan target yang telah ditentukan.
