Abstract

ABSTRAK Long Segment Maintenance Contract (LSMC) adalah penanganan dalam pemeliharaan satu segment jalan secara menerus dengan tujuan mendapatkan kondisi jalan yang seragam, yaitu stabil dan standar di sepanjang segment. Penelitian ini bertujuan untuk mengetahui tingkat kepentingan dan kepuasan stakeholder terhadap pemeliharan jalan berbasis LSMC di Jalan Ciawi Benda Sampel penelitian ini adalah Pengguna jalan dan stakeholder. Sampel dilakukan dengan metode purposive sampling. Pengumpulan data dilakukan dengan kuesioner disebarkan langsung ke stakeholder sebanyak 15 responden dan pengguna jalan sebanyak 100 responden. Metode statistik menggunakan Importance Performance Analysis (IPA) dan Customer Satisfaction Index (CSI). Metode Importance Performance Analysis (IPA), bertujuan untuk mengetahui nilai tingkat kesesuaian antara tingkat kepentingan (harapan) dan tingkat kinerja yang kemudian dilakukan plotting dengan menggunakan Diagram Kartesius, yang bertujuanuntuk mengetahui atribut-atribut mana saja yang masuk dalam kuadran I, II,III, IV. Metode Customer Satisfaction Index (CSI) bertujuan untuk menentukan tingkat kepuasan stakeholder dan pengguna jalan dengan mempertimbangkan tingkat kepentingan dari atribut-atribut jalan yang diukur. Hasil penelitian menggunakan metode IPA menunjukkan bahwa tingkat kesesuaian stakeholder dan pengguna jalan berada pada rentang 83% – 100% yang berarti tingkat kesesuaian sudah baik. Ini dapat dilihat dari hasil diagram kartesius dimana mayoritas atribut pertanyaan berada pada kuadran II sehingga harus dipertahankan, tetapi terdapat beberapa atribut yang masih memerlukan perbaikan dan peningkatan sesuai dengan harapan konsumen. Hasil penelitian menggunakan metode CSI menunjukkan bahwa tingkat kepuasan stakeholder berada pada rentang 81% - 100% yang berarti sangat puas sedangkan tingkat kepuasan pengguna jalan berada pada rentang 66% - 87% yang berarti puas terhadap pelayanan di Jalan Ciawi Benda Keywords Kinerja Jalan, Long Segment, Jalan Nasional, ABSTRACT The development of the Pavement Management System (PMS) in all parts of Indonesia has experienced a very significant development. The benchmark for the success of PMS implementation can be seen from road performance and the level of satisfaction of stakeholders and road users, steak holders consisting of owners, consultants, contractors, and road users who directly feel the impact of the application of long-segment maintenance contracts. satisfaction of stakeholders and road users in the implementation of the LSMC. The method used in calculating road satisfaction and performance is the Importance Performance Analysis and Customer Satisfaction Index methods. And distributing questionnaires to road users and steakholders. In my case study, I took the Ciawi-Benda National Road section which is located in the Bogor area. 100 respondents Questionnaire distributed to all road users who pass through the road, and 15 respondents stakeholder, 5 respondents in the part to the party (PUPR) 5 consultants and 5 contractors, Based on the results of calculations using the CSI method obtained a value of 75.15% which means satisfied with the service on Jalan Ciawi Benda. .Determining the Interest Level Scale and Satisfaction Level Scale Based on the results of calculations using the CSI method based on Performance Indicators, an average value of 4.6 is obtained for importance and 4.0 for satisfaction which means Very Satisfied with the service at Ciawi Benda, it can be concluded from the results what stakeholders get is satisfied 4.6 Meanwhile, based on the Cartesian diagram in science, it shows that the variable in quadrant III that requires immediate improvement in the road user variable is X6, which is plant/grass maintenance.
