Abstract
The importance of improving the quality of human resources for Higher Education to meet the qualifications required by the business and industrial world today. With the start of college performance appraisal system, which refers to Government Regulation No. 4 Year 2014 on the Implementation of Higher Education and Management of Higher Education and Ministry Regulation No. 49 Year 2014 on National Education Standard High, the study aims to design a strategy map in improving the performance of universities through Academic Scorecard approach combined with the Balanced Scorecard approach and data processing through the Analytic Network Process (ANP), which is used in determine weights on each one criteria and sub criteria on college performance measurement system. Performance appraisal system of universities in Indonesia can be seen from the achievement of conduct "Higher Education Quality Standards Tridarma" organized by the higher education units. To improve the performance of PT it is necessary to draft strategy especially in improving the criteria Cluster People and the criteria Cluster Resources.
