Based on the background above, the formulation of research problems is obtained as follows How the application of in-depth studies including coordination and identification of utility networks Is mainly PDAM, PLN, GAS How to implement a risk management system on the project in order to anticipate thread problems that are often underestimated To simplify the problem so that later the problem leads to the goals to be achieved, So the researchers provide a limit on the problem, namely this study only analyzes the risk of the development of the Underpass Kartini What are the alternatives that can be tried to minimize the risk of delays Berdasarkan hal tersebut maka diperlukan pembangunan Underpass yang dibangun untuk memberikan solusi pada kemacetan yang terjadi di sebuah persimpangan jalan. Proyek. Underpass Kartini tersebut dibuat dibawah lintasan jalan toll, tujuannya untuk menghindari penumpukan kendaraan dan kemacetan yang disebabkan oleh persimpangan di bawah kolong toll JORW 2, dengan dibangunanya underpass ini diharapkan agar bisa mengurangi kemacetan pada persimpangan tersebut.Berdasarkan latar belakang di atas maka didapatkan rumusan masalah penelitian sebagai berikut Bagaimana penerapan Kajian mendalam termasuk dilakukan koordinasi dan identifikasi jaringan utilitas Utamanya adalah PDAM, PLN, GAS Bagaimana penerapan sistem manajemen resiko pada proyek tersebut agar bisa mengantisipasi masalah utiltas yang sering di sepelekan Untuk menyederhanakan permasalahan agar nantinya masalah mengarah pada tujuan yang akan dicapai, maka peneliti memberikan batasan masalah, yaitu penelitian ini hanya menganalisis risiko keterlabatan pembangunan Underpass Kartini Apa saja alternatife yang dapat di upayakan guna memperkecil resiko keterlambatan
