Abstract
The development of trains in Indonesia is progressing quite rapidly. Light Rail Transit (LRT) is one of the chosen modes of transportation. Due to the limited land available in the capital city of Jakarta, the planners chose the elevated structure model structure, where the pier structure is a reinforced concrete column structure (Reinforced Concrete Pier). At the time of implementation the overbudget occurred because the initial method used was inefficient. The researcher uses SPSS as a tool to get the factors that affect the cost overrun of the implementation of the LRT Reinforced Concrete Pier (RC-Pier) work, which is problem identification, scope of work and targets, project funding, unforeseen costs, value engineering study team, information gathering complete, innovative material, development costs, the highest function on the project, and changes in design. Researchers chose the value engineering method to obtain alternatives to reduce overbudget on the RC-Pier work on LRT development. With the replacement of formwork and concrete materials, the cost results decreased with the function maintained, and the results of the validation of the case study obtained savings of 3.52% of the initial contract construction costs. Thus the objectives of the application of value engineering are achieved. Keywords : Value Engineering, Reinforced Concrete Pier, Light Rail Transit, Cost Overrun, Overbudget Perkembangan Kereta Api di Indonesia mengalami kemajuan yang cukup pesat. Light Rail Transit (LRT) adalah salah satu moda transportasi yang dipilih. Dikarenakan keterbatasan lahan yang ada di ibu kota Jakarta, maka perencana memilih sistem struktur model elevated structure, dimana struktur pier nya merupakan struktur kolom beton bertulang (Reinforced Concrete Pier). Pada saat pelaksanaan terjadi overbudget dikarenakan metode awal yang digunakan tidak efisien. Peneliti menggunakan SPSS sebagai alat untuk mendapatkan faktor-faktor yang mempengaruhi cost overrun pelaksanaan pekerjaan Reinforced Concrete Pier (RC-Pier) pembangunan LRT adalah identifikasi masalah, lingkup pekerjaan dan target, pendanaan proyek, biaya tak terduga, tim studi rekayasa nilai, mengumpulkan informasi secara lengkap, inovatif material, biaya pembangunan, fungsi tertinggi pada proyek, dan perubahan dalam desain. Peneliti memilih metode rekayasa nilai untuk mendapatkan alternatif mengurangi overbudget pada pekerjaan RC-Pier pembangunan LRT. Dengan penggantian material bekisting dan beton didapatkan hasil biaya turun dengan fungsi tetap dipertahankan, dan hasil dari validasi studi kasus didapatkan penghematan sebesar 3.52% dari biaya kontrak awal pelaksanaan konstruksi. Dengan demikian tercapailah tujuan dari penerapan rekayasa nilai. Kata Kunci : Rekayasa Nilai, Reinforced Concrete Pier, Light Rail Transit, Cost Overrun, Overbudget
