Abstract

The implementation of a project is an effort to direct available and organized resources to achieve the right goals in terms of cost, time and quality. In practice, an agreement/agreement that binds the parties is called a contract. Planning in the contract often undergoes changes or is called a Contract Change Order (CCO), for example, such as scheduling revisions, technical specifications, costs and others. The CCO is a written request and has the power to change the scope of work or adjust the value of the contract signed by the architect, contractor and owner. The purpose of this final project is to analyze the dominant causes of CCO, identify the percentage of project completion delays, and identify the percentage impact of the emergence of CCO on costs. Factors for the occurrence of CCO on the project are the addition of the scope of work and errors in the planning design. The method that will be used to examine the problems that exist in this Final Project is in the form of an observation method, namely studying project documents related to the object of research. These documents include contract documents, pictures, news addendums, and others. This research is also supported by quantitative methods in which the authors conducted several closed interviews with experts and processed them based on the points obtained from the interviews. Based on the results of the study, the dominant factors causing the Contract Change Order (CCO) are the incompatibility of the drawings with the initial contract volume, the incomplete initial contract including the scope of work and the design. changes such as changes in the specifications of the building materials used. The effect of CCO on costs causes an increase in costs of 5.94% of the contract value with a nominal value of Rp. 270,968,757,- while the CCO on time caused an additional 308% of the project work schedule, which was 245 days. Keywords : contract change order, CCO factor, time, cost Pelaksanaan suatu proyek merupakan upaya untuk mengarahkan sumber daya yang tersedia dan diorganisasikan untuk mencapai tujuan yang tepat sasaran dari segi biaya, waktu dan kualitas. Dalam pelaksanaannya suatu perjanjian/ kesepakatan yang mengikat para pihak disebut kontrak. Perencanaan dalam kontrak sering mengalami perubahan atau disebut Contract Change Order (CCO), misalnya seperti revisi penjadwalan, spesifikasi teknis, biaya dan lain-lain. CCO adalah permintaan secara tertulis dan mempunyai kuasa untuk mengubah ruang lingkup pekerjaan atau penyesuaian nilai kontrak yang ditandatangani oleh arsitek, kontraktor, dan pemilik. Tujuan dari tugas akhir ini adalah untuk menganalisis penyebab dominan CCO, mengidentifikasi besar persentase keterlambatan pada penyelesaian proyek, dan mengidentifikasi besar persentase dampak dari timbulnya CCO terhadap biaya. Faktor terjadinya CCO pada proyek adalah penambahan ruang lingkup pekerjaan dan kesalahan dalam desain perencanaan. Metode yang akan digunakan untuk mengkaji permasalahan yang ada pada Tugas Akhir ini berupa metode observasi yaitu mempelajari dokumen proyek yang berhubungan dengan objek penelitian. Dokumen-dokumen tersebut antara lain dokumen kontrak, gambar, surat instruksi lapangan, RAB dan lain-lain. Penelitian ini juga didukung dengan metode kuantitatif dimana penulis melakukan beberapa wawancara tertutup dengan para ahli dan mengolahnya berdasarkan poin-poin yang diperoleh dari wawancara tersebut. Berdasarkan hasil penelitian, faktor dominan penyebab Contract Change Order (CCO) adalah ketidaksesuaian gambar dengan volume kontrak awal, kontrak awal yang kurang lengkap dalam mencantumkan scope pekerjaan dan perubahan desain seperti perubahan spesifikasi bahan bangunan yang digunakan. Dampak dari timbulnya CCO terhadap biaya menyebabkan kenaikan biaya sebesar 5,94% dari nilai kontrak dengan nilai nominal Rp. 270.968.757,- sedangkan dampak dari timbulnya CCO terhadap waktu menyebabkan penambahan waktu 308% dari jadwal pekerjaan proyek, yaitu 245 hari realisasi pengerjaan.
