Abstract

The construction of a gas distribution network for households (“City Gas”) has the scope of work of infrastructure construction (pipeline and facilities) including the provision of gas stoves up to Gas In for household customers, i.e. distribution of gas up to the burning stove (“Gas In”). The customers Gas In implementation is carried out during the construction maintenance period (12 months from the date of the first handover of the work to the date of delivery of the final work) precisely after all construction and commissioning work is completed. The amount of Gas In for household customers for the construction of City Gas in 2020 in Bandar Lampung City is 7303 household. In reality, the customers Gas In could not be carried out according to the planned time target. This is due to several construction factors/obstacles found in the field during the implementation of Gas In, so that it has an impact on the time and cost for the completion of Gas In. Based on the above background, it is necessary to conduct research on time and cost evaluating the implementation of Gas In. The research method used is descriptive and quantitative methods, where the analysis of Gas In time with the bar chart method, and cost analysis with the variance identification method, on construction data and Gas In data. From the results of the analysis and discussion, it is concluded that from the total gas In plan customers are 7,303 household, there are construction factors/obstacles of 82.39% and non-construction (vacant houses) 17.61% which have an impact on the implementation of Gas In. The main construction factor/obstacle caused by the lack of boretap of 688 household or 35.32. Construction factors/obstacles have an impact on the delay in the completion time of Gas In implementation by 116 (one hundred and sixteen) calendar days and also has an impact on increasing the realization of Gas In implementation costs, namely with a variance of Rp. 14,025,600 from the initial plan. Solutions to prevent or minimize and overcome construction factors/obstacles that have an impact on the realization of the time and cost of implementing Gas In: Gas In implementation is carried out as soon as possible after construction per sector is completed without having to wait for construction of all sectors to be completed and ensure Quality Assurance (QA) and Quality Control (QC) is carried out as well as possible by the Contractor and Supervising Consultant on the implementation of construction work. Key Words: City Gas, Gas In, Time, Cost Pembangunan jaringan distribusi gas untuk rumah tangga (“Jargas”) memiliki ruang lingkup pekerjaan konstruksi infrastruktur (jaringan pipa dan fasilitas) termasuk pemberian kompor gas sampai dengan Gas In pelanggan rumah tangga, yaitu pengaliran gas sampai dengan kompor menyala (“Gas In”). Pelaksanaan Gas In pelanggan dilakukan pada saat masa pemeliharaan konstruksi (12 bulan sejak Tanggal Penyerahan Pertama Pekerjaan sampai dengan Tanggal Penyerahan Akhir Pekerjaan) tepatnya setelah seluruh pekerjaan konstruksi dan commissioning selesai. Jumlah Gas In pelanggan rumah tangga untuk pembangunan Jargas tahun 2020 di Kota Bandar Lampung adalah sebesar 7303 SR. Dalam kenyataannya, Gas In pelanggan tersebut tidak dapat terlaksana sesuai dengan target waktu yang direncanakan. Hal ini disebabkan oleh beberapa faktor/kendala konstruksi yang ditemukan di lapangan saat pelaksanaan Gas In berlangsung, sehingga berdampak terhadap waktu dan biaya untuk penyelesaian Gas In. Berdasarkan latar belakang di atas perlu dilakukan penelitian tentang evaluasi waktu dan biaya pelaksanaan Gas In. Metode penelitian yang digunakan adalah metode deskriptif dan kuantitatif, dimana analisis waktu Gas In dengan metode bar chart, serta analisis biaya dengan metode identifikasi varians, terhadap data konstruksi dan data Gas In. Dari hasil analisis dan pembahasan diperoleh kesimpulan bahwa dari total rencana Gas In pelanggan sebanyak 7.303 SR, terdapat faktor/kendala konstruksi sebesar 82,39% dan non-konstruksi (rumah kosong) 17,61% yang berdampak terhadap pelaksanaan Gas In. Faktor/kendala konstruksi yang utama disebabkan oleh belum dilakukannya boretap sebesar 688 SR atau 35,32. Faktor/kendala konstruksi berdampak terhadap keterlambatan waktu penyelesaian pelaksanaan Gas In sebanyak 116 (seratus enam belas) hari kalender dan berdampak juga terhadap penambahan realisasi biaya pelaksanaan Gas In yaitu dengan varians sebesar Rp.14.025.600,- dari rencana awal. Solusi untuk mencegah atau meminimalisir dan mengatasi faktor/kendala konstruksi yang berdampak terhadap realisasi waktu dan biaya pelaksanaan Gas In: pelaksanaan Gas In dilakukan sesegera mungkin setelah konstruksi per sektor selesai dilakukan tanpa harus menunggu konstruksi seluruh sektor selesai dilakukan serta memastikan Quality Assurance (QA) dan Quality Control (QC) dilakukan dengan sebaik-baiknya oleh Kontraktor dan Konsultan Pengawas terhadap pelaksanaan pekerjaan konstruksi.
