Abstract

Indonesia's construction services industry is considered one of the most competitive, yet attractive and promising industries. With so many construction service companies in Indonesia, the competition to win tenders or get a job is very difficult. Competition between middle-class contractors is very fierce, resulting in the contractors involved having to try to put forward their respective advantages. In the implementation of the pt RIMS (owner) tender, the price offer submitted by PT Baratha Cipta Lestari (contractor) failed because it was not competitive with other competitors. Contractors are poorly prepared with competent human resources in the making of price quotes. This study aims to determine the priority competitiveness factor towards the success of the tender offer. The collection of research data was carried out by distributing questionnaires to middle-class contractors in Java. This research uses quantitative research methods. The data analysis methods used are Rasch Model and Analytical Hierarchy Process (AHP). The results of this study showed that 93 variables were valid and passed the Rasch Model reliability test. The ranking of the priority factor of competitiveness to the success of the tender offer after an analysis based on the eigen vector analytical hierarchy process (AHP) weight value is 1) Marketing and Bidding Management 0.195; 2) Communication Management 0.162; 3) Quality Management 0.139; 4) Human Resource Management (HR) 0.124; 5) Technology and Knowledge 0.096; 6) Project Evaluation Management 0.081; 7) Financial Management 0.078; 8) Supplier Management 0.063; 9) Culture and Environment 0.061. The right step to win the tender offer from the research results was to re-examine the criteria for the contractor's Letter of Business Entity (SBU) according to the tender requirements and always maintain communication with the project owner to obtain tender information. Keywords: Bid, Tender, Price, Competitiveness, Management. Industri jasa konstruksi Indonesia dianggap sebagai salah satu industri yang paling kompetitif, namun menarik dan menjanjikan. Dengan banyaknya perusahaan jasa konstruksi di Indonesia membuat persaingan untuk memenangkan tender atau mendapat pekerjaan sangatlah sulit. Persaingan antar kontraktor kelas menengah yang sangat ketat mengakibatkan kontraktor yang terlibat harus berusaha mengedepankan keunggulan masing-masing. Dalam pelaksanaan tender PT RIMS (owner), penawaran harga yang diajukan oleh PT Baratha Cipta Lestari (kontraktor) mengalami kegagalan karena kalah bersaing dengan kompetitor lain. Kontraktor kurang siap dengan sumber daya manusia yang kompeten dalam pembuatan penawaran harga. Penelitian ini bertujuan untuk mengetahui faktor daya saing prioritas terhadap keberhasilan penawaran tender. Pengambilan data penelitian dilakukan dengan menyebarkan kuesioner kepada kontraktor kelas menengah di Pulau Jawa. Penelitian ini menggunakan metode penelitian kuantitatif. Metode analisis data yang digunakan adalah Rasch Model dan Analytical Hierarchy Process (AHP). Hasil penelitian ini menunjukkan bahwa 93 variabel valid dan lulus uji reliabilitas Rasch Model. Perangkingan faktor prioritas daya saing terhadap keberhasilan penawaran tender setelah dilakukan analisa berdasarkan nilai bobot eigen vector Analytical Hierarchy Process (AHP) adalah 1) Manajemen Pemasaran dan Penawaran 0,195; 2) Manajemen Komunikasi 0,162; 3) Manajemen Mutu 0,139; 4) Manajemen Sumber Daya Manusia (SDM) 0,124; 5) Teknologi dan Pengetahuan 0,096; 6) Manajemen Evaluasi Proyek 0,081; 7) Manajemen Keuangan 0,078; 8) Manajemen Pemasok 0,063; 9) Budaya dan Lingkungan 0,061. Langkah tepat untuk memenangkan penawaran tender hasil penelitian diantarnya mengecek kembali kriteria Surat Badan Usaha (SBU) kontraktor sesuai persyaratan tender dan selalu menjaga komunikasi dengan pemilik proyek untuk mendapatkan informasi tender.
