Abstract

Currently, there is a phenomenon in government construction project where the majority of participants submit the bid price is much lower than Owner Estimates (OE). During 2015 – 2019 percentage of bidder offering < 80% of OE averaged below 10% per year, but increase drastically in 2020 to 32% and 43% in 2021. From the perspective of the goverment procurement, this is an achievement of efficiency, but from owners perspective this raises concerns during the construction phase such as construction doesn’t meet specifications, delays or contract termination. Many owners doubted the tender result if the winner bid below 80% of OE will proceed to the contract phase, even though the bid has been evaluated and declared responsive. This research analyzes the most influence factors that results of responsive price so that the contractors still be able to submit a competitive proposal and responsive bid. Based on data that has been obtained and analyzed using SEM-PLS, the results that the material component (X.2) is the variable that has the most influence on the results of price fairness with value of 58.2% significant, the indicator is the contractor bidding with status having a quarry and supply raw materials from the quarry so that they can bidding more lower than OE. Keywords: procurement, responsive bid, unit price analysis, bid price Saat ini terjadi fenomena pada tender konstruksi proyek pemerintah dimana mayoritas peserta menyampaikan harga penawaran jauh lebih rendah dari HPS. Kurun waktu 2015 – 2019 penawaran < 80% HPS rata – rata dibawah 10% per tahun, namun angka ini naik tajam di tahun 2020 menjadi 32% dan makin naik lagi menjadi 43% di tahun 202. Selisih harga yang jauh dari HPS mengakibatkan Pengguna Jasa beranggapan pekerjaannya akan memiliki risiko pada masa pelaksanaan pekerjaan, dampaknya banyak paket pekerjaan yang telah ditetapkan pemenang diragukan oleh PPK untuk lanjut ke SPPBJ. Padahal penawaran tersebut telah dilakukan evaluasi kewajaran harga pada saat tender dan telah dinyatakan wajar. Penelitian ini menganalisis faktor yang paling berpengaruh terhadap hasil kewajaran harga sehingga diyakini kontraktor tetap mampu menyampaikan penawaran yang kompetitif dan responsif. Dari data yang telah didapatkan dan dianalisa menggunakan SEM-PLS, diperoleh hasil bahwa komponen Bahan/Material (X.2) merupakan variabel yang paling berpengaruh terhadap hasil kewajaran harga dengan nilai 58.2% signifikansi kategori sedang, dengan indikator kontraktor menawar dengan status memiliki quarry dan ketersediaan bahan baku pada quarry untuk mendapatkan bahan/material sehingga Kontraktor dapat menawar dengan harga satuan pekerjaan yang lebih rendah.
